Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Women's Health Study The Government hereby submits a notice of intent to award a sole source firm-fixed-price contract for research services for the Women's Health Research Network (WHRN) Multilevel Engagement Study to the University of California, Riverside, School of Medicine. The WHRN Multilevel engagement study is part of the overall WHRN, a Veterans Health Administration (VA) HSR&D composed of Consortium and Practice-Based Research Network (PBRN) components. The Consortium provides education/training sessions in key areas; technical consultations; enhanced communication networks; a mentoring program, and improved dissemination. The WHRN Multilevel Engagement Study evaluation uses qualitative interviews to identify barriers to and facilitators of effective engagement of VA stakeholders in VA WH research. Stakeholders to be interviewed include VA providers at selected PBRN sites, VA researchers, VA administrators and leaders, and women Veteran patients. This sole source contracting action is pursuing a waiver from acquiring these services on a competitive basis pursuant to FAR 13.106-1(b)(1)(i) for the aforementioned requirement based on the application of FAR 6.302-3(a)(2)(ii). This hereby constitutes a synopsis of the action proposed in this announcement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Multilevel Engagement Study. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. This is not a solicitation.
