- SOURCES SOUGHT NOTICE The Department of Veterans Affairs/Central Arkansas Veterans Healthcare System (CAVHS) desires to lease space in El Dorado, Arkansas to accommodate an 8,000 to 9,999 net usable square feet (NUSF) government-staffed Community Based Outpatient Clinic (CBOC). Fully serviced lease is desired for term of ten (10) years with six (6) years firm, available for occupancy by October 1, 2015 or as soon after as possible. Be advised that this is only a request for information regarding what space is available in the specified area. It is not an official solicitation, and VA assumes no responsibility to award a lease based upon responses to notice. In addition, VA will not reimburse any costs associated with responses to this notice. To be considered, properties must be located in the downtown area (see Delineated Area, below), zoned for the intended use and provide minimum of fifty (50) on-site parking spaces, or meet local code, whichever is greater. Thirty (30) parking spaces shall be reserved for VA patients. Access to the space from parking must not involve traversing a busy road, highway or other thoroughfare. The space shall be located in an Office/Clinical setting, on an attractively landscaped site containing one or more modern office buildings that are professional in appearance, with the surrounding development well maintained. Special consideration will be given for sites on or in close proximity to public transportation routes and retail amenities along with close proximity to emergency medical facilities. Space must yield a minimum of 8,000 NUSF, be contiguous and built to VA specifications. NUSF does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. Space on the ground floor is preferred but higher floors will be considered if the space offered is contiguous and ADA compliant. Space above ground floor must have minimum of two elevators. One accessible elevator may serve as freight elevator. Space shall not be located in the 100 year flood plain; near a bar, liquor store or like establishment; near a residential hotel; or near an area where it is known that illegal activities occur. Space, grounds and landscaping must comply with VA Life Safety, Seismic, Radon and ADAAG/ABAAS requirements. Properties must be within the delineated area of Downtown El Dorado, as defined by the following boundaries. North: Calion Cutoff South:Highway 82 (Bypass) East: Highway 167/7 West: North Bradford St. No other areas will be considered for the clinic. Expressions of Interest are due on April 20, 2015, no later than 4:00 PM Central time and must include the following: "Location of the space, "Amount of space (Rentable & Net Usable) "Drawing showing general layout of space, "Rental rate and included services/utilities, "Exterior and Interior pictures of the property, and "Contact information of authorized representative.
