Description
This is a sources sought announcement performed by the United States Army Contracting Command on behalf of the Project Director, Joint Products in order to identify interested and capable sources for the potential U.S. Government (USG) Fiscal Year (FY) 2016-2020 procurement of the MK84 Fin Assembly. The current estimated quantity is 700-1,000 MK84 Fin Assemblies per year for 5 years. The end users of these items are The United States Navy and The United States Air Force. The USG will consider whether consolidating this procurement of the MK84 Fin Assembly with a planned procurement of the BSU-33 Fin Assembly is necessary and justified in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 207.170-3 (BSU-33 sources sought notice was dated 3 July 2014, Solicitation Number W52P1J-14-R-00161). If the USG consolidates the procurement of these fin assemblies, a single consolidated Request for Proposal would be issued for both items and a resultant contract would be issued for USG FY 16 requirements of both items. The current estimated quantity for BSU-33 Fin Assemblies is 10,000-20,000 per year for 5 years beginning in FY 16. MK84 Fin Assembly are identified by: DODIC: F607 NSN: 1325-00-009-5573 BSU-33 C/B Fin Assembly is identified by: DODIC: EE10 NSN: 1325-01-614-4020 Description: The MK84 Fin Assembly attaches to the 2000 pound, General Purpose MK84/BLU-117 Bomb. Specialized skills required are welding, heat treating, machining, and metal forming. The MK84 Fin is approximately 49.09 inches long, a fin span of 25.31 inches and weighs approximately 114 pounds. The MK84 and subassemblies are fabricated from steel alloys, cut, formed, machined, assembled, and welded to drawing requirements. For different stages of the manufacturing process, special inspection and test equipment is required to ensure that the final products comply with USG requirements. The Contractor will be required to successfully complete First Article Acceptance, Preproduction, and Lot Acceptance tests on the Fin Assemblies. The MK84 Fin is procured to a USG Technical Data Package (TDP). The Technical Data Package (TDP) associated with the MK84 and BSU-33 Fin Assemblies are classified as Distribution D limited distribution. These TDPs contain technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW revision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Packages (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). The TDPs (top drawings) can be found at: https://www.fbo.gov/fedteds/W52P1J15R0092 Responses: Interested companies are invited to indicate their interest by providing the USG the following information: a brief summary of the company's capabilities (a description of the facilities, personnel experience, quality system, and past manufacturing experience) and their availability. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, etc.) available, then they should demonstrate their ability to obtain those resources without significant delay. Any potential key subcontractors should also be addressed, by indicating which key components or processes would be subcontracted and providing a brief summary of potential key component and/or process subcontractors. Respondents are encouraged to address the feasibility of or alternatives to the USG's preferred lead-time of 300 days after award for First Article Test (FAT) completion and report submission, and 420 days after award for production deliveries to commence (within 90 days after FAT approval). Interested companies should provide any minimum production requirements and any production limitations; to include whether the USG's planned quantities as stated within this announcement meet or exceed minimum production requirements. Respondents should also note any significant lead times with equipment or materials associated with production of the MK84 Fin Assembly and any impact those lead-times may have upon the ability to meet USG preferred lead-times. If respondents are also interested in the BSU-33 Fin Assembly procurement, they are requested to identify whether these two items can be tested, produced, and delivered concurrently, or whether consecutive schedules are requested based upon current capabilities. In addition, please provide responses to the questions contained in the additional questionnaire linked with this sources sought notice to provide the USG a comprehensive understanding of your capabilities and past experience. **PLEASE SEE quote mark ATTACHMENT quote mark FOR QUESTIONNAIRE (located on Sources Sought posting page) Consolidation: In accordance with DFARS 207.170-3, the USG will evaluate industry responses received in response to this sources sought announcement to assist in determining whether consolidation of contract requirements (with the BSU-33 Fin Assembly) is necessary and justified. This includes a comparison of the benefits of possible alternative contracting approaches. To assist the USG in making a proper determination, Industry respondents are requested to address the two potential contracting approaches, of either procuring the MK84 Fin Assembly individually, or consolidating the procurement of the MK84 Fin Assembly with the BSU-33 Fin Assembly. These alternatives should be addressed in terms of: (1) Cost/Price; (2) Quality; (3) Production lead-time; (4) Terms and Conditions; and (5) any other areas where significant differences may exist. Interested companies are requested to provide a FY 16 Rough Order of Magnitude (ROM) price for 700-1,000 each MK84 Fin Assemblies; please include a separate ROM for First Article Test. If necessary and in support of the consolidation evaluation, respondents may provide separate ROMs for each potential contracting approach. The USG intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of this item.
