Description
NUWC Division Newport, RI intends to place a a sole source procurement with Northrop Grumman for the test, inspection, evaluation, and repair of up to five SubHDR P/N LN-100 Mast Motion Sensors (MMS). The contractor shall perform Test, Inspection, and Evaluation (TI&E) on received MMS units and deliver a TI&E report. On Government authorization, the contractor shall Overhaul the units, which will include: 1) Replacing the three gyros and one triad with new units from Government stock; 2) reset the internal time meter to zero; 3) Perform full sensor calibration; 4) Reload the MMS firmware and perform the MMS specific acceptance test procedure; and 5) and, upon Overhaul completion, submit a Repair Activity Summary Report and return the unit to the Government. Required delivery is 120 days after repair is authorized, F.O.B. Destination Naval Station Newport; Newport, RI. The basis for the sole source is that Northrop Grumman is the sole manufacturer and distributor and the MMS and, as the Original Equipment Manufacturer, is the only entity which can repair the MMS to their original fit and functional capabilities without incurring retooling expenses and Government acceptance testing. The specialized measurement tooling and devices developed for manufacturing MMS sensors are owned by Northrop Grumman and are necessary for the repair of the existing units. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP item procedures as set forth in FAR Part 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
