- Draft SOO REQUEST FOR INFORMATION (RFI) SUMMARY The U.S. Securities and Exchange Commission (SEC) is seeking small business concerns which are interested in and have the ability to provide Digital Land Mobile Radio Systems (DLMRS) for the SEC's Office of Security Services (OSS). The respondent to this RFI summary shall provide information regarding potential deliverables and costs. OSS serves the SEC by protecting personnel, facilities, property, classified information, and sensitive unclassified information for the SEC facilities under normal and abnormal (i.e., emergency) conditions; managing access authorization functions; ensuring that personnel are fully protected, and supports efforts to ensure the continuity of government in all circumstances as mandated by Presidential Decision Directive. The scope of work is to provide a DLMRS for emergency team members, OSS emergency responders, and SEC leadership. The DLMRS represents a communication system upgrade for the agency and an opportunity to improve the communication capability to receive and transmit audible portable radio messages at increased range. The SEC anticipates optimizing the following advantages of moving to digital radio system: • Privacy • Increased Coverage • Increased Battery Life • Smart Battery System • Safety Features • Seamless Migration SCOPE: The Contractor shall develop and design a "modernized" (i.e., digital) Tactical Communications (TACCOM) Land Mobile Radio (LMR) system solution, system development and training support as needed in support of the SEC's TACCOM LMR system modernization project. Deployment and support includes but is not limited to: assistance in engineering design and analysis, site development, equipment configuration, system installation, system back haul, system testing, training, warehousing, transportation, field operations support, equipment and material supply as called for within this RFI requirement. The new modernized TACCOM LMR solution shall be Project 25 (P-25) standards compliant, digital, use a narrowband of 12.5 kHz or less, feature "Over The Air Re-key (OTAR) capability, and provide "Advanced Encryption Standard (AES)." The new LMR solution shall leverage and be backward compatible with the existing analog configuration infrastructure and equipment, capital investment infrastructure and subscriber equipment. The respondent to this RFI may provide up to three (3) options for the SEC to consider. Each option shall include total cost, equipment, support for training, full equipment list, and technical advantages and disadvantages to include the minimum capabilities: • Equipment List • Scan Capabilities • AES Encryption Feature • ProFile Over-the-Air Program OTAP Feature • P25 Trunking and Trunking Battery • P25 OTAR Feature Package • Charger, Single, Tri-Chem • Li-Polymer Battery or Power Bank • Antenna, Repeater etc. • Speaker Microphone • Earphone • Lapel Microphone • Shipping Costs • Identify any existing contract vehicles were respondents' products may be purchased. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled in accordance with applicable regulations and statutes. Responses to the RFI will not be returned. Information provided in response to this RFI will be used to determine potential sources and the commercial availability of a suitable TACCOM LMR. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is a request for interested parties to notify the government of their interest. All contractors are requested to provide a written response stating their interest to the Contracting Officer. Contractors may also include comments regarding the SEC's preliminary SOO. Specifically, the government is interested in any proposed new technical approach to the work requirements that may be innovative, offers new capabilities, and information on similar work completed by your company. TARGET AUDIENCE: Our target audience is certified small business particularly Economically Disadvantaged Women Owned Small Business (EDWOSB), Women Owned Small Businesses (WOSB), HubZone and certified 8(A) firms with digital portable radio capabilities and experience in similar deliverables. Request you respond to this RFI to assist the U.S. Securities and Exchange Commission, Office of Acquisitions (OA), 100 F Street, NE, Mail-stop 4010, Washington DC 20549. Responses to this RFI shall include the following information: a. Business name and size b. DUNS number and CAGE Code c. The North American Industry Classification System Code (NAICS) d. Past experience with similar efforts e. Capabilities Statements f. Comments on proposed technical solution to include innovation and approach REQUESTED INFORMATION: Responses should be no more than 10 pages (this does not include the cover page). Interested vendors should forward their responses to Ms. Anke Taylor at taylorank@sec.gov. Responses are due by 3:00 p.m. Eastern Time (ET) on April 17, 2015. Responses must be single-spaced, Times New Roman, 12 point font, with one inch margins, and compatible with MS Office Word 2003, or later. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled in accordance with applicable regulations and statues. Please be advised that all submissions become Government property and will not be returned. All Government personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
