- An RFP will be issued for the continued Operation of the Charleston Job Corps Center which includes Career Transition Services (CTS). Job Corps is a national residential and non-residential training and employment program, plus Outreach/Admissions and Career Transition Services that is administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations and Career Transition Services. The contract will have a 2-year base period plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about April 21, 2015. It can be obtained from FedBizOps at https://www.fbo.gov. The average capacity for the Charleston center is 307 youth of which 288 are residential (144 males and 144 females) and 19 non-residential (10 males and 9 females). The Career Transitional Services contract goals anticipate approximately 249 graduates and 80 former enrollees will be serviced. Pre-proposal Conference and Site Visit will be at the Charleston Job Corps Center. The time and date will be specified in the RFP. The Charleston center is located at 1000 Kennawa Drive, Charleston, WV 25311. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office responsible for the procurement. Please email a "Notice of Intent to Attend Charleston Job Corps Center Pre-Procurement Conference" to: Ms. Dayle White, Contracting Officer, U.S. Department of Labor, Office of Contracts Management at white.dayle@dol.gov. The date that all "Notices of Intent to Attend" should be received by this office will be specified in the RFP. Attendees are required to stop in at the Visitor Center and go to the reception area to acquire a security pass and gain instructions as to where the conference will be held on Centers. Please do not perform any unescorted tours of the Centers. A formal tour will be provided as part of the conferences. As the tours will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed. All questions should be submitted in writing, and resultant answers, will be made public in an amendment to the solicitation. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Career Transition Services, Academic and Career Technical Training, operate Counseling & Residential Living programs, and provide the following support services; Health Services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows: Contract and Personnel management, Staff Training, Financial management, Procurement and Property management, Facility Operations and Maintenance, Security and Safety Services, Community Relations and Public Information. Proposals in response to the RFP shall consist of a written submission as described in Section L of the RFP and may consist of an Oral Presentation. All written proposal submissions shall be submitted to the address listed in the RFP. The date and time when the proposals are due will be specified in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
