- U.S. DEPARTMENT OF VETERANS AFFAIRS (VA) IS SEEKING EXPRESSIONS OF INTEREST FOR EXISTING SPACE IN BROOKLYN, NY Notice: This is not a solicitation for offer, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. Requirement: The Department of Veterans Affairs (VA) currently operates a Community Based Outpatient Clinic (CBOC) at 25 Chapel Street, Brooklyn, NY 11201. The lease contract will be expiring and the VA is conducting a competition for a site of approximately 22,500 net usable square feet (NUSF) in Brooklyn, NY for an outpatient clinic. VA will consider alternative space if economically advantageous. In making the determination for lease award during the solicitation phase of this procurement the VA will consider, among other things, the costs incurred through relocating, such as physical move costs, replication of tenant improvements and IT/telecommunications infrastructure. Existing Space: Space in an existing building must be located on no more than two (2) contiguous floors and all space on each floor must be contiguous. If space offered is on two floors, a total of four elevators, including a minimum of three passenger elevators and one combination (passenger/freight) elevator must be provided. NUSF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be able to comply with Americans with Disabilities Act and meet security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Lease Term: This will be a full service lease contract (all utility, services, and maintenance costs included in rent) with a lease term of three (3) years firm, with two (1) year renewal options. Delineated Area: The building must be within the following delineated area: Beginning at the intersection of Gold Street and Sands Street, proceed south on Gold Street to Tillary Street. Turn right onto Tillary Street and proceed west to Flatbush Avenue. Turn left onto Flatbush Avenue and proceed south to Willoughby Street. Turn right onto Willoughby Street and proceed west to Jay Street. Turn left onto Jay Street and proceed south to Fulton Street. Turn right onto Fulton Street and proceed west (Fulton Street turns into Joralemon Street) to Clinton Street. Turn right onto Clinton Street and travel north to the intersection with Cadman Plaza West. Cross over Cadman Plaza West onto Tillary Street. Proceed east on Tillary Street to Jay Street. Turn left onto Jay Street and proceed north to Sands Street. Turn right onto Sands Street and proceed east to Gold Street. Properties with direct frontage on the boundary lines of the delineated area will also be considered The following map of the delineated is provided for further clarification of the boundaries of the delineated area. Submission Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration by VA. VA assessment of your building depends on the information you provide. VA reserves the right to eliminate a property that fails to comply with the requirements herein. Expressions of Interest must be submitted in writing for each building offered and should include the following information at minimum as appropriate (This is not a solicitation): All submissions should include the following information: (1)Description of ingress/egress to the building, (2)A statement that the building is currently zoned for medical and medical office use, (3)FEMA map evidencing that the property lies outside the 100-year floodplain (4)A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes (5)Any information related to title issues, easements or restrictions on the use of the building, and (6)A description of any planned land development or construction which will affect the building including neighboring projects and road or utility line construction In addition, Existing Buildings must provide the following information: (1)Building name and address and age (2) Building location identified on map demonstrating the building is within the delineated area (3)Building size in total rentable and net usable square feet (4) Minimum total net usable square footage that can be provided and the net usable square footage on each contiguous floor that would be offered (5) Site plan depicting the building and parking (6) Floor plan(s) of proposed space (7) Identification of on-site parking to be dedicated for VA's use (8) Other building tenants (9) Ownership entity (10) Proof of ownership/control of building (11) Date the space would be available to accept tenant improvements, and (12) Building photographs including an exterior photograph If this Expression of Interest is being submitted by an agent of the ownership, provide evidence that the agent is authorized to represent the ownership in this matter. Market Survey: The Contracting Officer will make an initial evaluation to determine if the offered buildings meet VA's criteria as listed within this advertisement. If the building meets VA's criteria, the VA market survey team will evaluate properties as follows: Existing Buildings will be scored as Pass or Fail in accordance with VA market survey criteria.
