- A15PS00391 SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is A15PS00391 and is issued as a Request for Quote (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-72 January 30, 2014. The associate North American Industrial Classification System (NAICS) code for this procurement is 611710. The Bureau of Indian Affairs (BIA) recognizes the need for trained individuals to identify and manage water issues within tribal lands. Tribal officials are challenged to preserve and manage the limited water resources and to promote maximum economic and cultural growth as well as Tribal self-sufficiency. From 1992-2012, BIA has conducted a four-week course in Water Resource Technical Training each summer. The program covers diverse aspects of water resources, including groundwater, surface water, water and waste water treatment, water law and regulations, dam operations, dam maintenance and safety, hydropower, flood control structures, irrigation and climate. Students that successfully complete the training course receive a voucher from BIA through their tribal government, valid for one year of full-time temporary employment as an entry-level water resource technician. BIA seeks to partner with an accredited University to provide the needed technical, engineering and specific knowledge of the physical sciences required to host this training. Those institutions interested in this program may email the Contracting Officer listed below to request a copy of the BIA Water Resource Technical Training Program for American Indians and Alaskan Natives manual. Interested institutions may also download the manual via the Fed Connect website. Potential hosts may propose date(s) of training over the summer 2054 term. Quotations shall include the individual course duration and detailed description of each course. Specific dates for each course have not been established. Offerors should plan for 30 students per class, providing for both food and lodging for one student per room. BIA will award based upon Trade Off methodology using the following evaluation factors. For this requirement, all evaluation factors other than cost or price, when combined are significantly more important than cost or price. The importance of price as an evaluation factor will increase with the degree of equality of technical quotations received in relation to the other evaluation factors. When technical capability tends to move toward equality, the significance of price increases, or when price is significantly high as to diminish the value of an otherwise technically superior quotation. The evaluation criteria are as follows: (1)Technical Approach: Offers must demonstrate ability to provide the required training in water based sciences as well as water resource management based principles on practical/technical skills and an understanding of the fundamental theories and practices related to basic surface water, groundwater and water quality topics. - Offers must have a minimum of four (4) years experiences in the field demonstrating hydrological course studies in ground water and surface water academic trainings. - Quote shall also include a detailed description of each course including course duration and the resumes of those providing the training. (2) Personnel Qualification: Staff Expertise: Experience in training and mentoring Indian and Alaskan Native students. (3) Past Performance: Past Performance: Offer must demonstrate successful past performance, citing no more than 3 references with contact information, must also include past performance of training provided under previous contracts for hydrological science programs. (4) Price REQUEST FOR QUOTE INSTRUCTIONS The contractor shall comply with the following instructions for preparing the Request for Quote (RFQ). Failure to comply with the terms and conditions stated herein may be interpreted by the Government as a non-responsive quote and result in an unfavorable rating. The first page of the technical approach and the cost/price quote should each indicate the title: Indian Affairs Water Resource Technical Training Program for American Indian and Alaskan Natives. Font size for the quote shall be at least 12 point. Page margins shall be no less than 0.75 inch, single column style. Contractors shall limit their responses to twenty (20) double-sided pages or less including applicable tables, graphics, and appendices, excluding resumes, cover letter, and table of contents. The contractor shall provide a fixed price quotation via e-mail for this RFQ by 7 PM EST April 27, 2015 submitted to the email address below. Please identify A15PS00391 in the email subject. Quotations must include the following: (A) Offeror developed price schedule in response to this requirement; (B) a project plan describing the offeror ¿s technical capability and proposed training. To receive full consideration, respondents must completely address all evaluation criteria. Please provide general business information such as Tax Identification Number (TIN), and Dun and Bradstreet (DUNS) number. Awardee must be registered in System for Award Management (www.sam.gov) to be eligible for award. Clauses: This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given in full text.
