- This is not a solicitation announcement. This is a pre-solicitation notice only. 1.GENERAL RESPONSIBILITIES. Contractor shall provide residential treatment for Homeless Veterans needing Social Detoxification and Substance Abuse Treatment. Services will be furnished to both male and female Veterans who are homeless and for whom such care is specifically authorized by the VA. Veterans may have specific mental health and/or substance abuse issues and some may also be mobility impaired. It is understood that the Veterans (referred to hereafter as Veteran residents) to be cared for under this contract will require care and services above the level of room and board. The Contractor is expected to provide rapid, often times same-day, residential placement that enhances the stability of Veterans served by HCHV. Absences of any Veteran resident from the facility in excess of seventy-two (72) hours will not be reimbursable except with the prior approval of the designated Contracting Officer's Representative (COR). Negative drug screens will not be a requirement for admission. Basic services provided will include, but not be limited to: 1.1.Social Detoxification and Substance Abuse Treatment. The Contractor's facility will offer comprehensive social detoxification and substance abuse treatment to homeless Veterans. For Veterans in receipt of detoxification services, the Veteran client shall be closely observed and physically checked at least every 30 minutes during the first 12 hours following admission by a staff person. The close observation and physical checks shall continue beyond the initial 12-hour period for as long as the withdrawal signs and symptoms warrant. Detoxification and Substance abuse treatment shall also include the following: 1.1.1.Monitored residential social detoxification services for Veterans that are assessed as not requiring medication for the management of withdrawal symptoms. 1.1.2. Individual and group counseling. 1.1.3. Group counseling activities to include: 1.1.3.1.Anger Management: The contractor will provide anger management skill focused groups for Veterans who have identified anger-related behaviors that have caused clinically significant impairment or as required by a mandating Court. 1.1.3.2.Parenting Skills: The contractor will provide evidence-based parenting groups that build upon the six protective factors identified by the government for the prevention and treatment of Child Abuse and Neglect Protective Factors in families: (https://www.childwelfacre.gov/prevention/pdfs/riskprotectivefactors.pdf) 1.1.3.3.Domestic Violence Groups: The contractor will provide Veterans with access to Court approved domestic violence classes. Courses will meet, if not exceed, the requirements mandated by the Court. If needed, the program will provide proof of enrollment for the Court. 1.1.4. Active affiliation with Alcoholics Anonymous (AA) and Narcotics Anonymous (NA) programs. 2.Case Management Services. The contractor shall be responsible for admitting and assessing Veterans including initial and ongoing assessments. The care-planning process shall include coordination, supervision, and evaluation of the care and services provided during the time of treatment and upon discharge. Every Veteran shall have an individual service plan (ISP) that will be reviewed and discussed with case management staff. Case management services shall include, but not be limited to: 2.1.Individual counseling with a focus on areas including but not limited to: self-care skills, adaptive coping, education of the process of illness and recovery, social skills enhancement, and vocational rehabilitation as appropriate. 2.2.Instruction in and assistance with health and personal hygiene. 2.3.Scheduled visits with each Veteran resident to discuss progress towards goals established in the ISP. 2.4.Referrals to supportive social services, in collaboration with VA staff and/or other community resources. 2.5.Discharge planning, after consultation with the HCHV staff, to appropriate follow-up housing including assistance with referrals and applications. 3.Supportive Services. The Contractor shall provide the following supportive services: 3.1.Transportation for Veterans to and from VA medical and/or mental health appointments if needed or requested. 3.2.Storage and monitoring of medications. 3.3.Required social services, in collaboration with VA staff and/or other community resources such as assistance in obtaining a driver's license, a DD Form 214, or completing applications for public assistance/ services. 3.4.Opportunities to participate in spiritual worship. 3.5.Opportunities to participate in physical activities. 4.Residential Room and Board. The Contractor is required to provide sufficient facilities to accommodate five (5) Veteran residents. All Veteran residents shall be provided 5.Laundry. Laundry facilities and laundry detergent shall be provided for Veteran residents to do their own laundry or to have laundry done. 6.Dietetic Services. Contractor shall have on-site kitchen facilities permitted and licensed by the California Department of Public Health. In addition, the Contractor shall: 6.1.Provide at least three (3) nutritious meals served daily at regular times with not more than a 14 hour span between evening meal and breakfast of the following day. Between-meal or bedtime snacks of a nourishing quality shall be offered. 7.All other requirements shall be detailed in the impending solicitation to be issued on or about April 15, 2015 8.4. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Vet-Biz Registry located at http://vip.vetbiz.gov. --End of Pre-Solicitation Notice--
