Description
SOURCES SOUGHT SYNOPSIS - Small Diameter Bomb Increment I (SDB I); Joint Direct Attack Munition (JDAM); Laser JDAM and Enhanced Paveway II (EPII) Ground Support Equipment to support Foreign Military Sales (FMS) - The Air Force Life Cycle Management Center, Direct Attack Division, Direct Attack International Branch, Contracts Office, Eglin AFB FL, is conducting market research in preparation for a potential new contract to be awarded in FY15 for five years of FMS support. This contract shall include, but not be limited to Universal Lifting Bar Assemblies; Lightweight Lift Bar Assemblies; Munitions Assembly Conveyors; Mobile Power Conditioning Units (MPCU); Six-inch Bomb Roller Assemblies (JDAM); Forklift Ramps; Bomb Rack Unit (BRU) 61 Maintenance, Inspection and Storage Stands; JDAM, LJDAM and EPII Tool Kits for ammunition maintenance; SDB I tool kits to support ammunition, armament and load technicians, Practical Explosive Ordnance Disposal (EOD) System Trainers (PEST) maintenance and Section Removal and Repair (SRR) actions; Bomb Stands; MK-83 and MK-84 JDAM Strake Alignment Tools; FMU-152 Fuze Adaptor Tools; JDAM Spanner Wrenches and training on all the above items in overseas, sometimes austere, locations. The successful offeror shall have the ability to provide shipping to CONUS or overseas locations and also provide adequate production, test, logistics (warranty) support, shipping and containers. The warranty support for FMS is a minimum 1-year serviceability, material and workmanship warranty. There is an immediate need for up to 17 MPCUs in support of an FMS case. The MPCUs are used to provide military test equipment like the Common Munitions BIT and Reprogramming Equipment (CMBRE) with converted, conditioned and protected power when used with smart weapons. The MPCUs shall convert three-phase 208V, 50/60Hz power to continuous and conditioned 115/200V, 400Hz power. The units shall be rated at a minimum of 4.5 KVA and include a single FSL4 output receptacle. The MPCUs should prevent injury to personnel and damage to test equipment and weapons caused by any level of surge activity ranging from internally generated Oscillatory Ringwaves up to and including lightning generated surges. The MPCUs shall monitor and detect AC frequency sign waves to assure they are within +/-10 percent of 400Hz. The MPCUs shall support customer's mobility requirements. Maximum dimensions shall not exceed 55"L x 28"W x 34"H and weight shall not exceed 300 pounds. The unit should be able to be pushed and maneuvered on an improved surface without excessive force by one person. The mobile platform should accommodate the placement and operation of test equipment on the cart itself. The carts shall be shipped in individual, robust containers that include forklift pockets and weigh no more than 250 pounds. The storage container shall be designed so that they can be opened with common tools. The successful offeror shall provide a complete operation and maintenance manual with each MPCU. The manual shall be detailed in the pre-use inspection; preparation for use; and operation of the entire system. Any required maintenance or component time change information shall be included in the manual. Contract Award is anticipated in June 2015. The following delivery schedule for the 17 MPCUs must be met or exceeded; Six MPCUs must be delivered not later than (NLT) 45 days after receipt of order (ARO); six more NLT 75 days ARO and five NLT 90 days ARO. The estimated total value is up to $775K for the initial MPCU order. The total value of this contract, as envisioned, could potentially reach a maximum value of approximately $9M, depending upon future FMS requirements. Potential offerors must have adequate resources to provide engineering and testing support for the aforementioned equipment. The current funding only supports production of contracted support equipment. As a result, the Government considers quality, past performance and schedule to be the top priorities; therefore, prime contractors who are ISO 9001 certified in the manufacture and assembly of electronics for weapons test equipment; present written evidence of significant past performance in the FMS arena; and documented consistency in on time or early deliveries will be given priority. Interested sources who can meet the quality, performance and schedule requirements outlined above are invited to respond to this solicitation with a synopsis that includes an overview of the following capabilities: 1) The ability to meet the government's required delivery schedule for MPCU systems that meet or exceed the specified technical capabilities; 2) The technical expertise, experience and resources to produce all the listed ground support equipment; 3) The expertise and ability to produce training plans and conduct in country training in sometimes austere conditions; and 4) The ability to produce high quality ground support equipment and provide the specified warranty for all equipment produced under this proposed contract. This acquisition will be limited to domestic sources. Firms responding to this synopsis should also state whether or not they are a small, small disadvantaged, 8(a), HUBZone certified, woman-owned, service-disabled veteran owned, veteran owned, or minority owned concern as defined in Federal Acquisition Regulation (FAR) 52.219-1. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition shall be 332994 with a size standard of 500 employees. A decision as to whether this acquisition shall be full and open competition, small business set-aside or sole source shall be based on responses to this synopsis and other market research. This synopsis is for information and planning purposes only and does not constitute an IFB or RFP, and is not to be construed as a commitment to contract by the Government.
