- The National Cancer Institute (NCI), Division of Cancer Control & Population Sciences (DCCPS), plans to procure on a sole source bases with Woods & Poole Economics Inc., 1794Columbia Rd., NW, Suite 4, Washington DC 20009-2808 to provide annual population estimates for countries and census tracts based on the counts produced by the U.S. Census Bureau. The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 541720 and the business size standard in $20.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for six (6) months upon date of contract award. It has been determined that there is no opportunity to acquire green products or services under this procurement. The primary functions of the Surveillance Research Program (SRP), DCCPS, NCI are to: (1) plan, develop, coordinate, and maintain a comprehensive national program to measure and report periodically on cancer in the United States population, providing accurate, reliable, and detailed national estimates of cancer incidence, survival and mortality, and integrates patient data with associated demographic, behavioral and medical data; (2) plan, develop and direct a quality control program which establishes, monitors and maintains national and international standards for collecting and reporting cancer statistics, and establishes national and international collaboration and liaison with organizations and agencies that promote comparability of cancer information systems; (3) plan and direct surveillance studies that coordinate with other research efforts in the Division, Institute, and other Federal agencies; and (4) develop and implement, using statistical modeling and operations research techniques, methodologies to resolve quantitative questions in cancer prevention, control, and surveillance, including analysis of trends, forecasting cancer rates, and development of models for diffusion of cancer control interventions. The purpose of this requisition is to obtain annual population estimates for census tracts based on the counts produced by the US Census Bureau. These specifically-developed estimates will be used to produce cancer statistics and to monitor trends over time by county and census tract characteristics such as age, gender, as well as by other population socioeconomic characteristics. In addition to meeting crucial NCI data needs, these estimates will enable NCI scientists to better assess sociodemographic patterns and disparities in cancer rates. The contractor shall provide: Data Set #1: Intercensal Census tract data 2010 to 2020 (based on 2010 geographies.) Data Set #2: Intercensal Census tract data 2010 to 2020 (based on 2000 geographies.) Woods & Poole Economics, Inc., is uniquely qualified to perform the aforementioned services. Woods & Poole has 27 years of extensive experience producing intercensal estimates of state and county populations by single year of age, gender and detailed racial/ethnic group. The population estimates and other time series data they produce are used by demographers, economists, and researchers in the military, federal government, state and local government, universities, and institutions nationwide. Woods & Poole specializes in developing detailed data sets and forecasts that are used by researchers as input to a wide range demographic, economic, planning, and modelling applications. Woods & Poole is, to our knowledge, the only entity that estimates and maintains detailed population component time series data for small geographical areas from 1970 to 2010. An important feature of the population time series data created by Woods & Poole that is crucial to the needs of the Surveillance Research Program at NCI is that it is consistent across racial/ethnic definition changes, geographic boundary changes, and decennial Census results since 1970. Woods & Poole and its staff previously developed the methodology and expertise to produce a similar, but much smaller, data set of population estimates for the Surveillance Research Program. The current project is an extension of that previous developmental work and will be facilitated by the specific expertise their team developed from earlier projects. Woods and Poole is uniquely qualified because, they are the only known vendor that has the unique code (model) that was crafted in the past for SRP/SEER based on SRP's data. The previous estimates are used extensively and successfully to produce required annual cancer statistics for presentation to the NCI Director, on NCI web sites, and appear in numerous publications, software applications, and data sets available to the public. SRP needs the new data sets to be developed within the year, and this may only be accomplished by experienced and knowledgeable staff who does not require research and development time to reach the level of expertise that is already available from Woods and Poole in order to begin the required tasks. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a statement of capabilities/quote which will be considered by the agency. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The capability statement /quote must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on April 22, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
