- This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Tulsa District (SWT) has been tasked to solicit for and award a contract for design/build and construction services. Proposed contract will be a competitive, firm-fixed price, 3-year $48M Single Award Task Order Contract (SATOC) procured in accordance with FAR 15, Negotiated Procurement using quote mark Best Value quote mark trade-off process. The type of set-aside decision(s) to be issued will depend upon the capabilities of the responses to this synopsis. The North American Industry Classification System code for this procurement is 236220; size standard of $36.5M. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones, and Service-Disabled Veteran-Owned Small Business. NAICS Code 236220 is not open to set-aside to Women-Owned Small Business or Economically Disadvantaged Women-Owned Small Business however these business groups should submit their interest as a small business are also highly encouraged. The Government is seeking qualified, experienced sources capable of performing a full range of design/build and construction services are anticipated for highly complex maintenance activities in the production areas that have the potential to impact continuity of operations, which include, but are not limited to, maintenance, repair, alteration, minor and major construction type tasks. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona-fide office in the geographical area of consideration where the work is to be performed as determined by the U.S. Small Business Administration. Firm's response to this Synopsis shall be limited to 5 pages, submitted by email in electronic PDF format (one file only), with the following file name convention: COMPANY_SS_W912BV-15-R-0042 Response shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued and any general information on the Firm's Experience/Capabilities as they pertain to design/build and construction services.. 3. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or EDWOSB or WOSB. 4. Confirm a bonding capacity of no less than $5,000,000 per task order with an aggregate amount of no less than $25,000,000 total. In other words, the contractor must be able to perform five task orders valued at $5,000,000 each simultaneously. Contractors that do not meet these criteria will be excluded. 5. Firm's Joint Ventures (existing), including Mentor Prot g s and teaming arrangement information is acceptable 6. A list of at least three (3) recent projects performed concurrently within the last five (5) years that demonstrate complex maintenance, repair, and/or alteration requirements within areas that disassemble, clean/inspect, remove materials, heat treat, weld, apply thermal coatings, plate, assemble and test major aircraft components. At least one project must be a relevant design/build project with a minimum cost of $5,000,000 performed as the prime. The other two projects may be design/build or construction services projects but must have a minimum cost of $3,000,000 each performed as the prime that demonstrates knowledge and past experience relating to the work described previously. Individual task orders under IDIQ contracts should be listed as separate projects. Include a brief description and identify the capacity the firm worked on the project, the risks associated with execution of the work and how those risks were mitigated, the contract type (list quote mark by task order quote mark if IDIQ), contract or task order value, percent complete or date completed, name and title of customer point of contact and point of contact current phone number. PERSONAL VISITS FOR THE PURPOSE OF DISCUSSING THIS SOURCES SOUGHT WILL NOT BE ENTERTAINED. Interested Firm's shall respond to this Sources Sought Synopsis no later than 2:00 PM CST April 17, 2015. All interested firms must be registered in SAM to be eligible for award of Government contracts.
