- 15RJN25_syn N00164-15-R-JN25 - MOBILE ENVIRONMENTAL TEST TRAILER (METT) - FSC 23 - NAICS - 336212 Anticipated Issue Date 28 MAY 2015 - Anticipated Closing Date 29 JUN 2015 - 2:00 pm EST FAR 52.219-6 Notice of Total Small Business Set-Aside Standard for NAICS Code 336212: 500. Naval Surface Warfare Center (NSWC), Crane Division intends to procure a mobile environmental test trailer (METT). The METT shall be capable of supporting live-fire with weapons (manually and remotely) up to and including caliber.50 munitions and 40mm High Velocity Grande Cartridges. This unit will be fielded at NSWC Crane Division. The equipment shall be self-contained and shall provide the Small Arms Weapons Systems Division (Code JXN) at NSWC Crane with the ability to conduct extreme environmental testing of small arms weapons systems. Delivery is required within 365 days after effective date of contract award, F.O.B. Destination, with Inspection and Acceptance performed at Destination. A Statement of Work (SOW), Performance Specification, and Contract Requirements Data Lists (CDRLs) are being provided with the issuance of the synopsis. This requirement will be issued competitively as a 100% small business set-aside and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offeror whose offer constitutes the best value to the Government, considering technical, past performance, and price related factors. This solicitation will result in a firm-fixed price contract. The resulting contract will require the delivery of technical data in accordance with attached Contract Data Requirements Lists (CDRLs) A001: Commercial Off-The-Shelf (COTS) Manuals and Associated Supplemental Data, A002: Commercial Drawings/Models and Associated Lists, and A0003: Training Materials. In addition contractors must provide a written technical proposal/technical approach that shows their proposal meets the requirement of the technical data package. All requirements are detailed in the Specification attached to this synopsis and the concurrent solicitation number N00164-15-R-JN25 posted on the FedBizOpps website at http://www.fbo.gov. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) via https://www.sam.gov. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international calls) or via the internet at https://www.sam.gov. In order to access the attachment technical data package, contractors must be registered in the Joint Certification Program (JCP). Information about the JCP is located at http://www.dlis.dla.mil. Solicitations are in portable document format (PDF). No hardcopies of the solicitation will be mailed. Interested sources must download from the website listed.
