- This is an amendment to the PreSolicitation notice that was posted September 23, 2014 under the Solicitation Number W912WJ-14-B-0028. The U.S. Army Corps of Engineers, New England District is issuing an Invitation for Bids for Maintenance Dredging of the Federal Navigation Project in Menemsha Creek, in Aquinnah and Chilmark, Martha's Vineyard, MA. Bidding will be restricted to Small Businesses. The NAICS code for this procurement is 237990. The estimated construction cost is expected to range from $1,000,000.00 to $5,000,000.00. The proposed project consists of maintenance dredging of the Congressionally-authorized Federal Navigation Project (FNP) in Menemsha Creek, Aquinnah and Chilmark, Martha's Vineyard MA. Approximately 60,000 cubic yards (CY), of predominantly sandy sediment will be dredged from the 10-ft entrance channel, 8-ft navigation channel, and 6-ft anchorage by hydraulic cutterhead dredge. The sandy dredge material will be pumped via pipeline to Lobsterville Beach in Aquinnah, MA about 1.5 miles by water route to the west of the FNP. The FNP channel is 80 feet wide, about 1.25 miles in length, and extends from Vineyard Sound into Menemsha Pond. The 6-ft anchorage requiring maintenance dredging is approximately 1.5 acres in size. Of the 60,000 CY of maintenance dredging, approximately 43,000 CY will be required, with another 17,000 CY of 1-ft allowable overdepth dredging to bring the project back to its authorized dimensions. A major emphasis in the project will be the grading of dredged material to meet requirements of the placement site and maximize retention of the sand on the beach. Beach Placement dimensions will include a maximum elevation of 8.0 feet above Mean Lower Low Water (MLLW) and a 1 foot vertical to 12 foot horizontal slope extending from the toe of the dune to just below the intertidal zone. The work will not include dredging the 10-ft anchorage where there is extensive submerged aquatic vegetation (SAVs) which shall not be disturbed. Due to the FNPs orientation to the north and location within the Menemsha Bight (on the north side of Martha's Vineyard) weather conditions are calmer relative to other navigation projects in the immediate area. Dredging operations are expected to take 8 to 10 weeks to complete and shall occur between October 1, 2015 and January 31, 2016 to minimize impact to natural resources in the area. The solicitation requirements and contract documents to include instructions for submission and the response date will was posted April 6, 2015, search FedBizOps.
