Description
RFI for Rapid, Innovative, Commercial Best Practice Approach to Improving Battle Management/Command and Control (BMC2) Capabilities at the Enterprise level. The Air Force Lifecycle Management Center (AFLCMC), Airborne Warning and Control System (US AWACS) Enterprise, Hanscom AFB, is seeking Information for Distributed Control Operations specifically, input to formulate operational concepts to understand operational cost savings and improve warfighter performance associated with maximizing use of military grade cloud computing, Big Data Analytics and the use of advanced visualization techniques. This Request for Information (RFI) is issued solely for information and planning. This RFI does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), or Request for Quote (RFQ), nor does this issuance restrict the Government's acquisition approach. Any information received is considered market research and may be utilized by the Air Force in developing its acquisition strategy. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised the U.S. Government will not pay for any information or administrative costs incurred in response to the RFI; all costs associated with responding to this RFI will be solely at the interested Party's expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FEDBIZOPS.gov) website and is envisioned to be a US only corporation opportunity. It is the responsibility of the potential Responders to monitor the FedBizOps.gov site for additional information pertaining to this requirement. The Air Force desires a rapid, innovative, commercial best practice approach to improving Battle Management/Command and Control (BMC2) capabilities at the enterprise level. The Air Force is particularly interested in learning about proven commercial technologies and concepts employed in relevant commercial business areas to solve the problems of adapting and responding to rapidly changing user needs, e.g., the use of enterprise-level data analytics, use of visualization techniques to improve warfighter performance, modern collaboration capabilities, high performance distributed computing capabilities, sophisticated security models and the use of advanced data architecture techniques to improve the ease of future integration of new capabilities and significantly reduce the overall cost of integration and lifecycle support. To accomplish this the Air Force is formulating developmental approaches for leveraging small businesses to work closely with a government high performance team to rapidly develop enterprise capabilities to improve: 1.) Warfighter Situational Awareness, 2.) Collaboration across different operational domains at the tactical edge, both ground based and airborne, 3.) The incorporation of advanced analytics and machine learning to enable predictive capabilities in the battlespace, 4.) The use of agile development techniques between a government/commercial team to improve response times to critical warfighter needs, 5.) The incorporation of advanced data architecture in order to reduce the cost of integrating COTS components and DMS cycles in a military, tactical edge environment and 6.) The understanding of commercial business models in order to take advantage of commercial innovation and technologies. The Air Force desires to learn about new business models for leveraging government and commercial capabilities throughout the lifecycle of AWACS - both the airborne and ground based component of the AWACS enterprise. This study will focus on the use of military grade, private cloud computing infrastructure. The Air Force anticipates collaborating across high availability, distributed computing environments such as the Intelligence Community Information Technology Enterprise (IC ITE), the DOD's Joint Information Environment (JIE) and the National Geospatial Agency edge computing environment. The Air Force would like to investigate multiple options for leveraging the military grade private cloud and commercial services as well as learning about effective business models that enhance the efficiency of the military/commercial team. Of particular note, the Air Force is pursuing new elicitation techniques with the warfighters to leverage their deep knowledge to discover needed BMC2 capabilities. The Air Force desires feedback on how commercial companies would make the best use of this deep knowledge. The total number of pages for responses shall not exceed five (5) 8.5x11 inch, single spaced, single sided pages in length. Please send responses to this RFI electronically to the Contracting Officer, Mr. Scott Maitland no later than 21 Calendar days after publication of this announcement. Please submit all questions, in reference to this RFI, in writing via email to steven.clark.42@us.af.mil or eric.blaney.1@us.af.mil. If respondent's information contains proprietary data, please clearly mark as such, and restricted or proprietary data will be handled accordingly. Respondent's information shall contain respondent company name; company address; primary point of contact for information provided; and company website address that provides any additional information about the respondent's company. This RFI does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), or Request for Quote (RFQ), nor does this issuance restrict the Government's acquisition approach. Any information received is considered market research and may be utilized by the Air Force in developing its acquisition strategy. This market research will be used to assess the availability and adequacy of potential sources. The Government will not respond or conduct formal or informal briefings to vendors or respondents to this RFI. The Government does not reimburse respondents for any costs associated with submission of the information being requested/received, nor reimburse expenses incurred to interested parties for responses to this RFI.
