Description
This is a notice of intent that the government anticipates issuing a Cost-Plus-Fixed-Fee/Cost Reimbursement-No Fee contract for the purchase of software support services to support the AN/ALR-69A Radar Warning Receiver. This requirement includes a 12 month basic year with four 1-year options. Software support services are required to provide software maintenance to resolve software problem reports for firmware and highly technical OFP/DSPP deficiency analysis. The proposed contract will be for services/supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Other Than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This acquisition is sole source to Raytheon Company (Cage: 06129), the Original Equipment Manufacturer (OEM) and developer of the ALR-69A system. The NAICS Code is 541511. These services include software support necessary to maintain, update, and correct deficiencies/software problem reports for all firmware items and some select Operational Flight Program and Digital Signal Processing Program software items. The KC-46 software will merge/integrate into a single ALR-69A software baseline to update software tools used to operate, maintain and test the ALR-69A system and update the software engineering environment. The CLIN Structure on the basic and Options consists of: Software Support Services CPFF Material CR-NF Travel CR-NF Data NSP Solicitation is expected to be released on or around 30 Apr 2015, with response due 30 days after solicitation issue date. Delivery will be in accordance with the Contract Data Requirement Lists and/or contract. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.
