Description
Sources Sought Number - FA4819-15-R-0006 - Tyndall AFB Engineering Services This sources sought notice is for informational and planning purposes only. It does not constitute a synopsis or solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for contract award. When the solicitation is issued, it will be announced on the Federal Business Opportunities website and all interested parties shall obtain the solicitation from this website. The 325 Contracting Squadron (325 CONS) at Tyndall AFB, FL is seeking potential sources for Engineering Services. This service requires 2 Contracted Man-Year Equivalent (CME) for full-time support for a period of performance that shall be 12 consecutive months from award to Tyndall Air Force Base, FL. The Contractor shall provide 2 CME in the area of project planning and programming support. The Contractor shall perform tasks that require knowledge of federal, state, and/or local regulations and statuses, as well as Air Force and DoD regulations and documentation. The contractor shall be responsible for assisting Tyndall AFB 325 Civil Engineering Squadron (CES) with refinement and posturing of the Sustainment, Restoration and Modernization (SRM) projects associated with new mission beddowns and other base priorities, Minor Construction, and Military Construction (MILCON) projects. Specific duties for Tyndall AFB 325 CES positions include reviewing status of the SRM and MILCON programs, review and update project status, interface with Tyndall AFB 325 CES, manage the programming, design, contracting and construction status of every project with the goals of meeting execution timelines, and briefing Tyndall AFB 325 CES leadership on program status. As a minimum, the contractor shall have knowledge and experience in the following areas: programming, work classification, contracting procedures, program management, and design of facility projects, experience reviewing A/E design packages, knowledge of Automated Civil Engineering System (ACES), Excel, Access and Microsoft Office products. The contractor shall support Tyndall AFB 325 CES mission by providing expertise and recommendations in various subject areas such as civil engineering (airfield and base pavements/structures), and electrical engineer (base electrical infrastructures/electrical utilities). The purpose of this sources sought notice is to gain knowledge of qualified and interested sources with experience relative to NAICS Code 541330 with a size standard of $15M. The basic contract is anticipated as a Firm Fixed Price (FFP) type contract. Performance period is anticipated at one (1) base year plus two (2) one-year option periods. 325 CONS is requesting all interested and qualified small businesses respond to this sources sought notice with the following information: (1) name, address, phone, fax, e-mail and website if applicable; (2) a list of similar contracts (not to exceed 3) your firm currently holds or has completed within the last three years; (3) a capabilities statement or briefing; and (4) any/all small business classifications. The list of relevant contracts should include the location, contract number, description, estimated yearly value, performance dates, and Government point(s) of contact (contracting officer and QAE/inspector) with phone and fax numbers. Please limit your response to 3 pages. Potential offerors should submit this information to Thomas Cawley at thomas.cawley@us.af.mil, by 5 pm CST on 24 April 15. Oral communications ARE NOT acceptable in response to this notice. The solicitation package and any amendments will only be available electronically to FedBizOpps. No paper copies of the solicitation will be mailed. If a solicitation is posted, it is the responsibility of the interested parties to review the website for updates/amendments. The closing date for submission of offers will be contained within the solicitation package. Contractors must be registered with the System for Award Management (SAM) in accordance with DFARS 252.204-7004 Alt A in order to receive award. SAM can be obtained at www.sam.gov.
