- Description
- The General Services Administration (GSA) Southeast Sunbelt Region 4 announces the opportunity for a General Contractor to provide all labor, materials, equipment and supervision for the relocation of a Liebert unit. The scope consists of A/C units, existing chiller lines, elevated floor system, new power cables, and ceiling tiles. This project will include upgrades to meet the latest code requirements at the Wilkie D. Ferguson Courthouse located at 400 N. Miami Ave., Miami, FL, 33128. The Method of procurement for this requirement is full & open competition with set-aside for Service-Disabled Veteran Owned Small Business. The estimated project magnitude is between $20K-$30K. The North American Industry Classification System (NAICS) code applicable to this requirement is 236220 - Building Alterations, Nonresidential, Commercial & Institutional with a Small Business Administration size standard of $33.5 Million. The Period of Performance for this project is thirty (30) calendar days. The project is to be awarded as a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP) Source Selection Procedures as identified in FAR PART 15.3. Award will be made using Lowest Price Technically Acceptable (LPTA) Simplified Acquisition Process. The Government will first evaluate price to determine the lowest through highest priced offers. The Government intends to evaluate the technical proposals of only the three lowest priced offers, subject to the number received. The remaining technical proposals, if any, shall not be evaluated as to technical acceptability unless one of the three lowest price offers proves to be technically unacceptable, then the fourth-lowest priced proposal will be evaluated for technical acceptability. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs. A selection will be made using the following evaluation factors: FACTOR 1 - Experience on Similar Projects The Offeror must demonstrate successful experience as a General Construction (GC) Contractor responsible for the construction of at least three (3) similar projects substantially completed within the last five (5) years. A "similar project" is defined as a project that is comparable in nature, type, and complexity. FACTOR 2 - Quality Control The proposal shall describe the Offeror's approach for instituting and maintaining a capability to ensure the quality and integrity of services/products, including at least: (1) management and task controls to assure work will be completed as required; (2) contingency plans for identifying and correcting problems; (3) steps that would be taken to assure timely delivery of quality products and (4) steps to prevent water intrusion. FACTOR 3 - Past Performance of Offeror The Offeror's past performance record must demonstrate satisfactory performance on at least three (3) similar projects (same requirements as Factor 1) substantially completed within the last five (5) years. Any proposal which does not demonstrate satisfactory performance on at least three (3) similar projects substantially completed within the last five (5) years will not be considered technically acceptable. Potential offerors will be responsible for downloading the solicitation (Statement of Work, clauses and bid forms) and for monitoring the website for possible amendments and/or additional information. Prospective offerors must be active in System for Award Management (SAM). The Solicitation will be posted in FBO on April 21, 2015. A Site Visit TBD. The Government anticipates awarding this contract by mid May.
