Description
This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers - Fort Worth District has been tasked to solicit for and award a project to Repair of Concrete Catwalk - Air Traffic Control Tower at Robert Gray Airfield at Fort Hood, Killeen TX. Proposed project will be restricted for small business, firm-fixed price contract. The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of procurement method. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), the Government must ensure there is adequate competition among the potential pool of responsible contractors. The Government is seeking qualified, experienced sources capable of performing the repairs to the concrete catwalk of the Air Traffic Control Tower, at Robert Gray Airfield, at Fort Hood, Killeen, Texas. This project shall include the following Civil and Mechanical work: Clean the exposed rebar either by media blasting or a mechanical wire brush to remove all exposed rust. Chip away any loose concrete from the area and apply the epoxy grout. Re-insulate both suction and return refrigerant lines from the condensing unit with neoprene insulation and paint the insulation with two coats of an exterior latex paint the color of the building. Facts Concerning this structure: Construction of the aircraft control tower at Robert Gray Army Airfield was completed in 2004. The top of the catwalk is 37.1 meters (approximately 121.7 feet) above finished floor elevation. The catwalk is constructed of 300 mm (approx 11.8 quote mark ) thick cast-in-place concrete with two layers of #6 bars at 150 mm (approximately 6 quote mark ) each way. The catwalk is 1400 mm wide (Approx. 4.6 ft.) with a 1/100 slope. The spalling under the catwalk is approximately 4 feet long by 2 or 3 feet wide. It was not possible to physically inspect the spalling due to the restricted access by the railing and the height of the structure. This means that an assessment had to be made based on distant photos and as-built drawings. The spalling was likely caused by inadequate cover and rust forming on the reinforcement. The bottom reinforcement is only required for concrete confinement and does not pose any life safety concerns. It is evident that moisture regularly drips from the condenser sitting on the catwalk. This could have aided in the spalling of the concrete and the rusting of the reinforcement. This moisture should be redirected off the structure. The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to complete the repair of the concrete catwalk on Building 90140 and to correct the drainage of the condenser (HVAC) unit sitting on the catwalk. The site is located on Robert Gray Airfield at the Air Traffic Control Tower, Fort Hood, Texas, as specified within this RFP. All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $25,000 and $100,000 Estimated duration of the project is 60 calendar days. The North American Industry Classification System code for this procurement is 238110 which has a small business size standard of $15 Million. The Product Service Codes (PSC) is Z2BA. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. Prior Government contract work is not required for submitting a response under this sources sought synopsis. However, all repair work must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. The type of solicitation to be issued will be as a single phase construction RFP. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Anticipated solicitation issuance date is on or about 4 May 2015, and the estimated proposal due date will be on or about 18 May 2015. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1.Firm's names, address, point of contact, phone number, and e-mail address. 2.Duns and Bradstreet Number, Cage Code and Federal Tax Id. 3.Firm's interest in bidding on the solicitation when it is issued. 4.Firm's capability to perform a contract of this magnitude and complexity, including the firm's capability to execute construction comparable work performed within the past five years. Incorporate a brief description of the project, customer's name, timeline of performance, customer satisfaction and dollar value of the project - provide at least three examples. 5.Firm's Size: Large, small business category and business size, (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, or 8(a). 6.Firm's Joint Venture information if applicable - existing and potential. 7.Firm's Bonding Capability (bonding level per contract and aggregate bonding level, both expressed in dollars, via letter from the bonding company). Interested Firm's shall respond to this Sources Sought Synopsis no later than 3:00 p.m. CST 20 April 2015 via email only. All interested firms must be registered in SAM to be eligible for award of Government contracts.
