1147202 Sources Sought PDF MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA) is seeking small business concerns, including veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women owned small businesses. The following information is provided to assist the FDA in conducting Market Research to identify potential small business concerns for this effort: Part I: General Information (Introduction/Background/Scope) The U.S. Food and Drug Administration (FDA), Arkansas Regional Laboratory (ARL) requires service to maintain a Siemens Ultra-Pure Laboratory Deionized (DI) Water System with Siemens Energy and Automation brand controls, with four (4) 1-Year option periods. The associated North American Industry Classification System (NAICS) Code is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance; Small Business Size Standard is $7.00. Part II: Work Requirements Item 1. Deionized Water System Maintenance Agreement At a minimum the contractor will be required to provide: • Two preventative maintenance/service visits per month (during Arkansas Regional Laboratories hours of operation of 8 AM to 4 PM, Monday through Friday, excluding Federal Holidays) • System updated and upgrades as available • Annual system sanitization • Installation of supplies (i.g., carbon tanks, deionized tanks, micron and tank filters, UV lamps, UV quartz sleeves, multimedia cartridge, water softening salt, etc.) • Annual system sanitization • Service of reverse osmosis unit • Membrane cleaning • Water analysis for heavy metals • Routine and emergency repair/service calls within 2-hours of request for service • All management, personnel, tools, vehicles, equipment and labor necessary to maintain and repair the Deionized Water system • Work in accordance with the manufacturer's operation and maintenance (O&M) manuals Part III: Supporting Information A. Place of Performance U.S. Food and Drug Administration Arkansas Regional Laboratories 3900 NCTR Road Jefferson, AR 72079 B. Period of Performance Base Period: June 1, 2015 to May 31, 2016 Option Year One: June 1, 2016 to May 31, 2017 Option Year Two: June 1, 2017 to May 31, 2018 Option Year Three: June 1, 2018 to May 31, 2019 Option Year Four: June 1, 2019 to May 31, 2020 Part IV: Instructions to Prospective Respondents Respondents shall furnish sufficient information necessary for the Government to fully understand the capabilities for providing the stated services set forth herein. At a minimum, responses shall include the following: ~Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, 8(a), SDB, WOSB, EDWOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address; ~Descriptive literature, brochures, specifications, marketing material, etc. that clearly detail the capabilities of the respondent's services as it relates to the government's requirements; ~Prior experience for the last three (3) years in furnishing the requested services to include the institution, point of contact name, phone number, and email address for each institution identified. ~Identify any issues or concerns with the requirements as currently stated to include any additional information that may be desired when the solicitation is ultimately released; ~If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this requirement; ~Although this is not a request for quote, informational pricing is encouraged; The Government encourages any comments and/or suggestions from any interested party, regarding the specifications. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation. The Government is not responsible for locating or securing any information, not identified in the response. Notice of Intent Responses to this sources sought announcement will assist the Government in better understanding the capabilities of service providers as it relates to the requirements set forth herein, assist in better defining the Government's requirements to promote competition, and determine whether this requirement should be set aside for small business, made available to full and open competition, or procured through other than full and open acquisition procedures.
