Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure, on a sole-source basis, a five year services contract for access to a commercial low Earth orbiting (LEO) satellite communications services with pole-to-pole coverage and a non-bent-pipe architecture for the research and development (R&D) of Department of Defense (DoD) communication requirements. The vendor will provide full systems engineering and R&D support to adapt satellite-based network services for DoD communications requirements in the areas of satellite, ground node, and user equipment/terminal software and hardware development, integration, and testing. This will include and provide enhanced command and control capabilities via increased throughput, security posture, efficiency, and power signal output, decreased latency, new satellite waveforms, and enhanced controls and management. This will also include and provide a global sensor and monitoring network capability for signal detection capabilities to include geo-location and characterization. NSWCDD will procure this support, on a sole-source basis from Iridium Satellite LLC, 1750 Tysons Boulevard, Suite 1400, McLean, VA 22102-4244. This work will be based upon the Iridium Satellite LLC's low-earth orbit (LEO) satellite constellation. The North American Industry Classification System code is 334220, size standard is 750 employees. This is not a request for competitive proposals. The anticipated release date of the solicitation is 6 May 2015. The synopsis number is N00178-15-R-2020.
