Description
The government intends to award a contract to SureCode Technologies for the period of five years (base year plus four option years) to provide system support for the NOAA Audit Tracking System (ATS), to include system development, encryption, data uploads, and annual maintenance. The National Oceanographic and Atmospheric Administration (NOAA) and the Audit & Information Management Office (AIMO) are responsible for maintaining all actions resulting Office of Inspector (OIG) from OIG and General Accountability Office (GAO) reviews. These actions include the coordination of audits, surveys, and inspections; the development of corrective action plans; tracking the implementation status of recommendations; and overseeing inquiries for confidential reviews. OCAO AIMO has an immediate and ongoing need for a fully automated Audit Tracking System (ATS) to monitor actions associated with OIG and GAO reviews as well as OIG referrals. The ATS is a fully automated system used to monitor OIG and GAO audits, reports, recommendations, and confidential referrals. An ATS will provide a modern integrated solution to tracking and reporting on various audit actions. This system must integrate directly to the recently completed DOC ATS for direct data exchange. PSC/SureCode Technologies, Inc. developed and deployed the ATS system. Because this system was developed by PSC/SureCode, Inc., they are the sole provider for data encryption (which requires access to original source codes) and migration of NOAA's audit documents and maintenance of the system. This service required by the agency is available from only one known source Professional Services Corp d/b/a SureCode Technologies and no other contractor can satisfy the agency requirements. Through market research, OCAO AIMO has determined that PSC/SureCode Technologies, Inc. is the only known source at this time with the knowledge and experience needed to accomplish the requirement; see attached Statement of Work (SOW). The performance of these services by or supplies through PSC/SureCode Technologies, Inc. will mitigate any risks associated OCAO AIMO's ability to properly manage, maintain, and track audit documentation as well as integrate with the existing DOC system. In addition ATS has the PSC/SureCode Application Framework (SAF) libraries to support strong encryption of the system attachments, which requires access to original source code. The SAF libraries were developed by PSC/SureCode technician and no other vendor or third party has been granted a license to modify or resell this intellectual property. Thus, this work must be conducted by PSC/SureCode technician. Firms, who believe they can provide this service, must furnish detailed information to include a capabilities statement, copy of license to modify and resell PSC/SureCode property that demonstrates their ability to provide this service. In addition shall include name, telephone number and address of concerns for which you have furnished this type of services previously. Interested parties must respond within (5) five calendar days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Professional Services Corp d/b/a SureCode Technologies. The Eastern Administrative Division (EAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Awards Management (SAM).
