- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), Risk Management Research Laboratory (NRMRL). EPA has a requirement for the development of a black carbon instrument for monitoring in near-source communities. Characterizing near-source air pollution impacts and identifying mitigation opportunities are ongoing major research efforts in EPA's ORD, NRMRL. Recent studies have reported elevated air pollutant levels within several hundred meters of major roadways, rail yards, and air ports. Black carbon - the light absorbing component of particulate matter - is a key indicator of local impact from fuel combustion and is highly desirable to measure in neighborhood environments. In order to isolate local source impacts, it is important to have higher time resolution data (e.g., 5 minute) and sustained over long time periods (e.g., months to a year) to assess variation with time of day and wind direction. In addition, local terrain can lead to significant spatial variation in pollutant levels - therefore it is of great interest to develop new methodologies to measure black carbon at multiple locations simultaneously. In order to simplify field deployment and ongoing data collection, the instrumentation design would be nominally weatherproof, operate independent of land power (e.g., battery, solar panel), store data locally as well as support wireless data transmission, and require minimal hands-on maintenance. EPA is intending to procure two black carbon instruments prototypes (it is anticipated that black carbon instruments may require minor modifications to meet the proposed system specifications) that can meet the following Technical Specifications. Technical Specifications Proposed system design must meet the following base-level minimum specifications: oDetects black carbon at a minimum of one wavelength of light oLower detection limit of 0.1 ?g/m3 black carbon, for a 10 minute averaged sample oHas high correlation with existing common ambient measurement technologies for black carbon; i.e., R > 0.8 for 10 minute averaged data oPhysical size smaller than 12" by 12" by 12", allowing for pole-mountable use oInternally stores data for a minimum of three weeks oProvides simple text data output via RS232 or other common method, allowing the user to select their preferred data logging and transmission methodology oDurable to operate under typical ambient conditions, without requiring environmental conditioning to be provided (no heating or air conditioning) Specifications for additional enhancements to current commercial instruments that must be met and are desired to be optimized: oMaintenance-free operation for a minimum of three weeks while operating in a typical urban atmosphere in the United States (i.e., black carbon mass concentration = 1-2 ?g/m3) oActively measures black carbon for a minimum of 30% of the time, nominally distributed evenly over a 24 hour period (e.g., 20 min of every hour) oSystem allows for the user to select a continuous operation mode, which can have shorter time span than three weeks between maintenance oPower consumption should be at minimum below 15 Watts of power (at 12V), with lower power consumption (e.g., below 5 Watts) being favorable. Additionally, the instrument should be compatible with battery or battery plus solar panel power mechanisms. The government anticipates awarding a single fixed-price contract. The solicitation will be set aside for small businesses and will use the procedures of FAR Part 12 Commercial Procedures. The EPA anticipates award will be made in June 2015. It is anticipated that request for quotation and resultant order would include an option to buy as many as two additional optional units. The request for quotation is anticipated for release on or about April 27, 2015, and will be made available through FedConnect at www.fedconnect.net.
