- Simplified Acquisition of Base Engineering Requirements (SABER) Contract Contracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description SOURCES SOUGHT NOTICE The National Aeronautics and Space Administration (NASA) at the John F. Kennedy Space Center (KSC) is seeking capability packages from all categories of small business firms for the purpose of determining the appropriate level of competition and/or small business subcontracting goals for a potential Simplified Acquisition of Base Engineering Requirements (SABER) contract at KSC. If procured, the SABER contract will be an Indefinite-Delivery/Indefinite Quantity (IDIQ) contract for non-complex, minor construction projects.Individual construction projects will be awarded as fixed-price task orders and a commercial unit price guide will be used to calculate task order prices. It is anticipated that one contract will be awarded with a five year ordering period. Task orders written against the SABER contract are anticipated to range between $15,000 and $1,000,000. The overall program ceiling is anticipated to range between $5,000,000 and $20,000,000 over a five-year period. The work will consist of a broad range of tasks, which could include, but is not limited to: new construction of buildings and structures, alteration and repair of buildings and structures, design/build project services, road re-pavement, roof replacement, specialty construction, and miscellaneous services including corrosion control. All work will be accomplished in accordance with individual task order requirements, master specifications, approved contractor developed submittals, and prices based on a commercial unit price guide. Contractor developed submittals may also include stand-alone designs up to a 45% design level. In-house design capability or ready access to design capability up to this standard is a must for the SABER Contractor. The SABER contractor must be able to work multiple projects concurrently. The appropriate North American Industrial Classification System (NAICS) code for the SABER contract is 236220 / Commercial and Institutional Building Construction, with a small business size standard of $33,500,000. We request that all small business firms having the capabilities necessary to meet or exceed all aspects of the requirement described herein submit capability packages demonstrating their ability to perform the stated requirements. Capability packages, as a minimum shall include the following: 1.Provide your company name; address; DUNS number; primary point of contract (i.e. E-mail, address and phone number); number of years in business; average annual revenue for past 3 years; and describe your principal business activity. 2.Summarize how your company is capable and qualified to handle this type of work. 3.Provide a summary of projects performed within the last 5 years that show your capabilities and past performance. Include the magnitude, scope, contract value, type of contract, contract relationship (prime contractor or subcontractor), and a brief description of how the contract relates to the services required at KSC. If possible, include names of project team members and firm, point of contact (Contracting Officer and Quality Assurance Evaluator/Inspector) with titles and phone numbers. 4.Provide your bonding capacity per contract and aggregate. 5.State your current business size status for NAICS 236220. Specifically identify if you are a large or small business firm. If you are a small business firm, specifically identify if you are a HUBZone small business concern, a service-disabled veteran-owned small business firm, 8(a) contractor, a woman-owned small business or an economically disadvantaged small business firm. 6.Proposed teaming arrangements and delineation between the work that will be accomplished by the prime contractor and the work accomplished by teaming partners. 7.Identify if you have Architect and Engineering design capability or ready access to design capability, if you subcontract all Architect/ Engineering design work, if you have state certified Professional Engineers and/or registered Architects on staff, and which disciplines you have the ability to design in-house (i.e. Mechanical, Electrical, Structural, Fire Protection, etc.). 8.Identify commercial practices that the Government may want to consider implementing for this acquisition. This invitation to submit capability packages is for the purpose of determining the appropriate level of competition and/or small business subcontracting goals for a potential KSC acquisition. NASA does not plan to respond to individual responses and does not intend to post information or questions received to any website or public access location. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on the Federal Business Opportunities Website, FedBizOpps, ( https://www.fbo.gov/ ) and on the NASA Acquisition Internet Services, NAIS, ( http://prod.nais.nasa.gov/cgi-bin /nais/index.cgi ). Interested firms are responsible for monitoring these sites for the release of any solicitation or synopsis. Failure to respond to this notice will not exclude any interested party from future consideration for proposals which may be announced or solicited by NASA. Capability packages must be submitted electronically, via e-mail to Robert Glanowski, robert.glanowski@nasa.gov not later than 4:00 PM EST April 29, 2015. All responses shall be provided in Microsoft Office compatible document format. Responses shall not exceed 5 pages (format: 8.5 x 11, not smaller than 12-point font) and shall reference Sources Sought Notice SABER-KSC-GLANOWSKI-FY15.
