THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the VA Medical Centers in Albany, Bath, Buffalo, Canandaigua and Syracuse, NY is performing market research to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NACIS 334516 (size standard 500 employees) that can offer coagulation testing. The Government is seeking a system consisting of a coagulation instrumentation system, reagent test kits, quality control reagents, and training and technical support in a Cost-Per-Test (CPT) or Cost-Per-Reportable Result (CPRR) arrangement. Instrumentation: Contract must include an analyzer that, along with being able to process the list of tests provided in the scope of work, will need to meet the following specifications: have the ability to interface with the Veterans Health Information System and Technology Architecture (VISTA) through Data Innovations bi-directionally as well as permit each site within the VISN to use the same lots of Quality Control and reagents for peer group comparison. On-site installation and training must be provided. Reagents: Tests to be completed: PT/PTT (Prothrombin Time/Activated Partial Thromboplastin Time), Fibrinogen, Thrombin Time, Quantitative D-dimer, Anti-Xa for Unfractionated Heparin/Low Molecular Weight Heparin testing, and Factor Assays. Reagents must have an expiration date of at least 18 months from arrival time in lab. Instrument Service: CPT must include unlimited on-site service and repairs 8 am to 5 pm Monday through Friday except observed holidays and unlimited technical assistance via telephone 24 hours a day, 7 days a week, 365 days a year. Required preventative maintenance must also be included with all labor, travel, and parts included. Software and hardware updates to provide system enhancements must be included at no charge. Other needs: Dilution of patient samples onboard Methodologies supported: supports full range of FDA- cleared clotting-based tests, FDA-cleared chromogenic tests, and FDA-cleared immunologic tests Read time extended for prolonged clotting times Auto-calibration or auto-calibration alert/multipoint calibration supported ISI of Prothrombin reagent- (also to be included in the evaluation factors). Full range of coagulation testing Barcode reading of Patients and Reagents Level sensing, icteris and lipemia detection, cap piercing. Cross over/correlation studies to be done by the vendor with the supervision of the VA laboratory designee to include: oLinearity oSensitivity oReproducibility oAdditional test workup UPS included with each instrument Ability for each site within the VISN to be using the same lots of QC, reagents, etc. for peer group comparison. Each site will switch over to new lots of reagents and controls at the same time. Ddimer assays must be FDA approved for Exclusion of PE and DVT. All printers will be included with each instrument and maintained by the vendor or replaced if needed including printer supplies such as toner cartridges/drums, etc. Online ordering capabilities for supplies, consumables, reagents. Online submission of test counts each month. Interested companies should submit an electronic statement outlining their company's capability and capacity to provide the product, the specifications of the therapy units, and the delivery time to deliver the product to each facility. Also, firms should provide their business size status in accordance with the small business administration guidelines (www.sba.gov) for the NAICS code they fall within. Finally, interested companies must indicate which products are on their mandatory schedule and which are open market. This Sources sought is for informational purposes and all businesses able to provide these supplies are encouraged to submit information regardless of Business size.
