- SSA SECTION 508 COMPLIANCE MONITORING REQUEST FOR INFORMATION BACKGROUND: This is a REQUEST FOR INFORMATION, Reference Number SSA-RFI-15-0053. Refer to this Reference Number when responding to this announcement. The Social Security Administration (SSA) is seeking responsible vendors who can provide a Section 508 Compliance Monitoring Solution or Enterprise level services. The proposed solution must provide SSA the ability to automate several Section 508 compliance scanning, testing and reporting tasks for electronic content published to public and internal websites. SSA is expanding governance for Section 508 compliance to support a large enterprise of 60,000 plus users. Governance will be based on all public facing electronic content published on the Internet, and non-public facing electronic content published on internal websites (including basic HTML, SharePoint, and Drupal). SSA seeks information in the form of clear and definitive written documentation describing a vendor's capabilities related to the mandatory requirements listed below. Responses must address each of the below requirements in sufficient detail to enable SSA to determine current market capabilities. REQUIREMENTS: Your response should address the following requirements: 1) Describe the solution's ability to test electronic content for compliance with: a. Section 508 and WCAG levels A and AA (Refer to http://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-section-508-standards/section-508-standards and http://www.w3.org/TR/WCAG20/ ) b. Personally Identifiable Information (PII) c. Web Site Quality Standards 2) Describe the solutions ability to test electronic content in native content formats (HTML, Microsoft Office Electronic Documents, Adobe PDF Electronic Documents, and multi-media content). • If conversion to non-native formats is necessary to scan content, describe the process and efficacy of the conversion and testing technique. 3) Describe the solution's ability to customize automated scan parameters based on content domain, content type, content priority, and other content metadata. 4) Describe the solution's ability to customize test scripts. 5) Describe the solution's ability to report on scan jobs: a. Number of pages scanned b. Number of failures, and the ability to rank or categorize failures c. Number of pages that failed d. Number of warnings e. Scan dates f. Number of pages that require visual inspection 6) Describe the solution's ability to over-ride test results based on policy or administrator intervention. 7) Describe the solution's ability to identify previous test results and success / failure determinations to avoid duplicating effort for unchanged content and minimize database size. 8) Describe the solution's ability to incorporate manual/visual checks with automated test results. 9) Describe the solution's ability to aggregate and customize test results from multiple scans for enterprise compliance reporting for current period assessments and historical trend analysis. 10) Describe the solution's ability to map errors and remediation guidance to content owners. 11) Describe the solution's ability to link to specific errors and source code to facilitate remediation. 12) Describe the solution's ability to customize remediation guidance provided through the solution based on agency policy and standards. 13) Describe the solution's ability to both manually generate reports and automate report generation on a schedule, and to extract data to other reporting tools. 14) Describe the solution's ability to deliver reports in a detail and a summary format (table, graph, pie, trend analysis charts, etc.). 15) Describe the solution's ability to search for and within scans. 16) Describe the solution's minimum system requirements and maximum scalable capacity (scan capacity, storage needs). 17) Describe the solution's security configuration, access controls, and FISMA compliance. 18) Describe the solution's system monitoring capabilities (ability to track what scans are running, not running or generating errors, elapsed time, projected completion time, issue reporting, etc.). 19) Describe technical support and installation expertise, ability of customizations to be sustained through upgrades, and technical competence to provide Enterprise level support services. 20) Provide an in depth Voluntary Product Accessibility Template (VPAT) for the solution's conformance to the Section 508 and/or WCAG 2.0 (level A and level AA) conformance: • apply Section 508 1194.21 Software and Operating Systems, 1194.22 Web-based intranet and internet information and applications, 1194.31 Functional Performance Criteria, 1194.41 Information & Documentation Support) 21) Provide any additional feedback and/or any concerns that would help clarify market capabilities. Please note that it is unknown whether on-site support services for a proposed solution is required. For example, support services may be needed to help install and configure the proposed solution. If the proposed solution is cloud-based, on-site support may or may not be needed. If the solution is premised-based, the support services may be partially on-premise. Please provide additional feedback and/or information regarding support services for the proposed solution. SUMMARY: This is a sources sought announcement and market survey for written documentation only. This is not a solicitation announcement for proposals and no contract will be awarded resulting directly from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government. Responses to this sources sought/request for information will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Interested sources that believe they have the ability to provide the items and perform the services listed above should submit a detailed statement of their capabilities in writing to Molly Papas, Contract Specialist. In addition to capability statements, sources must include this information in their responses: (1) organization name, address, email address, website address, and telephone number (2) size and socioeconomic designation of the organization [i.e. small business, small disadvantaged business, 8(a), etc.] (3) availability of their services on existing contract vehicles, such as GSA, SEWP, and other agency IDIQ contracts.
