- The Naval Air Warfare Center, Weapons Division, China Lake, CA, intends to procure, on an other than full and open competition basis from Mercer Engineering Research Center (MERC), 135 Osigian Blvd, Warner Robins, GA 31088, a three year contract to provide Sustainment Engineering Support (SES) utilizing the Automated Inspection, Repair, Corrosion, & Aircraft Tracking (AIRCAT) developed by MERC for the USAF's C-130H FMS sustainment support program. The primary objective of these engineering services is to collect and interpret discrepancy data/information and in turn develop and field useful corrective actions. This information is input and tracked into AIRCAT. The intent of SES is to provide a method for timely engineering response to United States Government inquiries. The overall goal is to maximize aircraft safety, reliability and availability as well as overall life-cycle sustainment. The scope of this effort is to analyze safety, maintenance and equipment discrepancies and, in turn, develop corrective actions and recommendations within designated times as determined by assigned priority (provided below). The services highlighted will provide the Aerospace Sustainment Engineering results from C-130H operations through direct observation, analysis and reporting. The goal of this contract provides sustainment support IAW FMS guidance and directives. MERC is the developer and original equipment manufacturer (OEM) of the AIRCAT software used to support the SES task. MERC employees, along with authorized USAF FMS C-130H staff are the only individuals who have access to current AIRCAT proprietary technical data and who are capable of resolving complex maintenance and technical problems. MERC is the only available source with the requisite data and specific technical support personnel knowledgeable of this software. No other firm possesses the required data and expertise for this task. Responsible sources may submit a capability statement which shall be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the USAF FMS C-130 SES program and must include personnel specifically qualified to provide the services described.
