- Attachment C - GFI - Optional Task 4.3 Documents Attachment C - GFI - Optional Task 4.3 Documents Attachment C - GFI - Optional Task 4.3 Documents Attachment B Schedule of Deliverables & Payments Attachment A Performance Work Statement (PWS) RFP ED-ESE-15-R-0010 This notice is hereby updated to issue Request for Proposal (RFP), Solicitation ED-ESE-15-R-0010 for "Migrant Interstate Coordination Website." The U.S. Department of Education (Department), Office of Elementary and Secondary Education (OESE), Office of Migrant Education (OME), has a requirement to improve interstate and intrastate coordination practices across Migrant Education Programs (MEP) at the state as well as the local level. The acquisition reflects a Firm Fixed-Price Performance-Based Acquisition (PBA) for a 12-month base year with four 12-month option years. The Performance Work Statement (PWS) requires the support of a contractor to perform the design, operations and sustainment of the coordination website. There shall be content integration of existing coordination materials, high-quality creations to enhance coordination and optional tasks for subject matter experts. The contractor shall also support the States' efforts to improve the interstate and intrastate coordination of migrant education programs and projects by way of an effective website and IT support, and in doing so, also improve the effectiveness of the MEP in meeting the needs of migrant children, particularly children who are the most mobile. It is determined that these services are commercial as defined in Federal Acquisition Regulation (FAR) 2.101. The procurement will be competed in accordance with FAR Part 15 (Contracting by Negotiation). In accordance with Section 1308 of Title I, Part C, of the Elementary and Secondary Education Act, as amended, this procurement is limited to State education agencies (SEAs), local education agencies (LEAs), institutions of higher learning (IHEs), and other public and private nonprofit entities. Only proposals submitted by SEAs, LEAs, IH Es, or other public and private nonprofit entities will be considered for award. Attachments: The RFP contains all pertinent solicitation terms and conditions. Additional attachments including the Performance Work Statement, Schedule of Deliverables, and Government Furnished Information.
