- SEE DRAFT SOLICITATION W52P1J-15-R-0001 - The U.S. Army Contracting Command, Rock Island (ACC-RI), on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, is contemplating combining two pistol caliber ammunition contracts into a single contract and is therefore seeking to identify potential sources capable of delivering Calibers.38,.45 and 9mm cartridges. The Caliber.38 is fired from domestic revolvers, while the Caliber.45 is fired from domestic pistols. The 9mm M882 and the 9mm Mk243 Mod 0 Jacketed Hollow Point (JHP) are both fired from both NATO and domestic pistols and sub-machine guns. SPECIFICATIONS: The Top Drawings are as follows: -Caliber.38, Special Ball, M41 Top Cart Drawing: 7553580 -Caliber.38, Special Ball Wadcutter Top Cart Drawing: 10521459 -Caliber.38, Blank Special Top Cart Drawing: 12952155 -Caliber.45, Ball M1911 Top Cart Drawing: 6000503 -Caliber.45, Wadcutter Top Cart Drawing: 10521458 -Caliber.45, Ball M1911 Match Grade Top Cart Drawing: 8596136 -Caliber 9mm Ball, M882 NATO Top Cart Drawing: 9345211 -Caliber 9mm, JHP, Mk243 Mod 0, Top Cart Drawing: 13029988 -Caliber 9mm, DDI M917A1, Top Cart Drawing: M917A1 Respondents are advised that waterproofing at the case mouth and primer pocket location is a requirement of the USG TDPs for the Caliber.38 Special Ball, M41, Caliber.45 Ball M1911, Caliber.45 Ball Match Grade, 9mm M882 Ball cartridges and 9mm Mk243 Mod 0 JHP. PLANNED ACQUISITION: A Firm Fixed Price (FFP) contract is planned in Fiscal Year (FY) 16 with options for FY17-FY20. Respondents need to possess the capability to manufacture a maximum quantity of 12,000,000.38 and.45 Caliber cartridges and 105,000,000 9mm cartridges. SUBMISSION INFORMATION: Interested firms who are capable of supplying the above-listed items are invited to indicate their interest by providing the Government a summary of its company's capabilities, including description of its facilities, personnel and past experience as it relates to the above, monthly capacity to supply each of the items. Interested firms shall ensure their responses addresses the below areas: -Responses need to identify available equipment and processes, or the plans to establish the equipment and processes, in order to clearly demonstrate the capability to deliver the cartridges. -Define associated product verification capabilities and testing facilities, specifically addressing your ability to test/work with energetic materials, chemical agents, gelatin blocks, various test distances, and unique noise measurements. Component level verification of cartridge cases in accordance with the Technical Data Package (TDP) should also be discussed. -Define North Atlantic Treaty Organization (NATO) compliance and certification experience for ammunition configurations. -Provide information on the capability to meet Military Standard - 1916 (DoD Preferred Methods for Acceptance of Product) and Critical Defect Inspection. -Outline the implications of the US Government acquiring a combination of.38/.45 Caliber and 9mm configurations on a single contract. Please define the level of commonality and flexibility of manufacturing equipment and supplies. Outline Rough Order Magnitude (ROM) pricing associated with savings for combining these configurations together along with any other quantifiable benefits this potential strategy yields. -Identify current and previous experiences with similar and or like configurations. Include relevant information on prior Government or Commercial contracts with items and the period of performance. Information related to achieve maximum monthly production rate, both concurrent and stand-alone should be provided.
