This is a SOURCES SOUGHT notice only. This is not a request for formal proposals or quotes. No formal solicitation document exists at this time. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this solicitation will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. The intent of this Sources Sought Notice is to identify potential offerors and to determine the proper set-aside category for a solicitation to provide quarterly, semi-annual and annual quality controlled testing on existing "Hospital and Medical Center Air Systems." Requirements also include acceptance testing of new devices and retesting of repaired or adjusted equipment; see Statement of Work herein for details. The highest priority set-aside category with at least 3 responses (2 in the event of SDVOSB or VOSB) will be used in any forthcoming solicitation for this project. The contractor must provide a list of key personnel, displaying each individual's education, as well as all applicable certifications and licensures. Interested parties must furnish supporting evidence in sufficient detail to demonstrate the ability to provide the requirements shown above including past performance experience on similar medical equipment. All repair technicians must be fully qualified and OEM certified to work on medical equipment. OEM certification or training records may be requested. Scope of Work Hospital air and Medical air systems quarterly preventative maintenance A.GENERAL Provide labor and materials to perform quarterly preventative maintenance on the hospital air and medical air systems at the VA Medical Center, 3495 Bailey Avenue Buffalo, New York 14215. Contractor must comply with all applicable codes. B. PROJECT DESCRIPTION 1.Establish a quarterly preventative maintenance program for the vacuum pumps, air compressors, refrigerated dryers, and desiccant dryers used to provide medical air, medical vacuum, and hospital air at the Buffalo VAMC. C. SCOPE OF WORK 1.Provide all mobilization and demobilizations services such as setting up a work facility including, but not limited to: a shop, storage area, office, sanitary facilities, services, etc. as required by local and/or state laws and regulations. The mobilization work associated with the facilities mentioned shall be done in a safe and workmanlike manner and shall conform to all pertinent state and local laws and regulations. 2.The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COTR to ensure that no lapses in operation occur. It is the service provider's responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the safety plan to be used during the work, and a schedule defining the duration of the work with milestone subtasks. 3.NOVEMBER PREVENTATIVE MAINTENANCE (ALL MACHINES) Install new filter elements in Champion Breathing Air unit in building E25. Install new oil in Sullair units in building S5. Install new separator elements in Sullair in building S5. Replace the air inlet filters in Sullair units in buildings S5, Power House, and Boiler House (where appropriate) Replace the fluid filters in Sullair units in buildings S5 and Power House Perform fluid analysis on (4) Sullair units in buildings S5 and Power House. Motor bearing lubrication (where appropriate) Inspection of the air/oil separator element. Check all electrical connections and tighten. Check condition and operation of electrical contacts (where appropriate) Inspection of all electrical wiring. Inspection and servicing of all condensate auto drains. Inspection of all flexible and solid pipe work including fittings for leaks. Check and inspection of cooling system. (Coolers will be blown out with compressed air if necessary) Inspection of all in-line filtration equipment. General inspection and cleaning of compressor to identify any potential problems. Assess drive system for functionality and reliability. Complete field service report. 4. FEBUARY PREVENTATIVE MAINTENANCE (ALL MACHINES) Inspections will be performed on each compressor, vacuum, dryer, and dental vacuums. All voltages, temperatures, and pressures will be recorded on inspection sheets. Each component of the compressors will be checked over as well as the air dryers. Recommendations will be made to fix any potential problems or service related needs. 5. MAY PREVENTATIVE MAINTENANCE (ALL MACHINES) Install new filter elements in Champion Breathing Air unit in building E25. Install new oil in Sullair units in Boiler House. Top 24KT oil off in Sullair units in Power House. (If necessary) Install new separator element in Sullair units in Power House & Boiler House. Replace the air inlet filters in Sullair units in buildings S5, Power House, and Boiler House (where appropriate) Replace the fluid filters in Sullair units in buildings S5, Power House, and Boiler House Perform fluid analysis on (4) Sullair units in buildings Power House and Boiler House Clean and inspect oil return line components. Clean and reset all controls to factory specifications. Motor bearing lubrication (where appropriate) Check all electrical connections and tighten. Check condition and operation of electrical contacts (where appropriate) Inspection of all electrical wiring. Inspection and servicing of all condensate auto drains. Inspection of all flexible and solid pipe work including fittings for leaks. Check and inspection of cooling system. (Coolers will be blown out with compressed air if necessary) General inspection and cleaning of compressor to identify any potential problems. Install new pre filter and after filter elements in Hankinson dryers in building B37. Install new maintenance kits in Hankinson dryers in building B37. Install new exhaust filter and oil in Rietschle Vacuum Pump in building B37. Install new belts and filter elements in Champion #1 #2 #3 units. New filters will be installed into the (2) Bison 7 dental vacuums (customer will supply the parts). Assess drive system for functionality and reliability. Complete field service report. 6. AUGUST PREVENTATIVE MAINTENANCE (ALL MACHINES) Inspections will be performed on each compressor, vacuum, dryer, and dental vacuums. All voltages, temperatures, and pressures will be recorded on inspection sheets. Each component of the compressors will be checked over as well as the air dryers. Recommendations will be made to fix any potential problems or service related needs. D.Schedule 1.All work activities during day hours are not to interfere with staff. 2.Hours - Monday- Friday, 7:00am - 3:30pm. Second shift and weekend work may be required. E. Safety 1.All oil shall be removed from premises by the contractor and all areas shall be free of oil residue. 2. No tools or equipment shall be left unattended. 3.All work areas must be clean at the close of the day and shall be left in the same condition, as before work started. F. QUALIFACITIONS 1. Must have factory training in Sulliar compressor and vacuum medical air systems. 2. Must be qualified in the and provide documentation of past maintenance practices on Sullair, Hankinson, Champion, and Rietschle medical air and hospital systems.
