Attachment 8 - Evaluation Criteria Attachment 7 - Instructions to Offerors Attachment 6 - DD 254 draft Attachment 5 - Small Business Subcontracting Plan Attachment 4 - Price Adjustment for Government Furnished Property (GFP) Attachment 3 - Payment Plan Attachment 2 - Technical Requirements Document (TRD) Attachment 1 - Performance Work Statement (PWS) Exhibit A - CDRLs RFP - ORS-5 Launch Services The Space and Missile Systems Center (SMC) Operationally Responsive Space Office (ORSO) invites all prospective contractors to review the Request for Proposal (RFP) and submit a proposal for Operationally Responsive Space (ORS) - 5 Launch Services Contract. The effort will be a competitive Firm-Fixed Price (FFP) contract to obtain Launch Services for the ORS-5 mission. The required Launch Services are described in the RFP. In accordance with FAR Part 15.201, Exchanges with Industry before Receipt of Proposals, the Space and Missile Systems Center (SMC) Operationally Responsive Space Office (ORSO) is pleased to provide copies of the RFP for the ORS-5 Launch Services program. The North American Industry Classification System Code is 481212, Nonscheduled Chartered Freight Air Transportation. It is the responsibility of the prospective contractors to be familiar with the applicable clauses and provisions. Proposals are due no later than 8 May 2015 at 1200 PM Mountain Daylight Time, which is 30 calendar days from 8 April 2015, the date the RFP and all of its documents were posted on FEDBIZOPS. Interested offerors must have access FedBizOpps at: www.fbo.gov. This RFP is not an authorization to begin work or to incur costs for either the work described above or in the attachments hereto. In the event that a contractual action is never issued for the subject requirements, all work performed or expenses incurred shall be at the contractor's own risk and not chargeable to the government. OMBUDSMAN: The Space and Missiles System Center Ombudsman is Ms. Olalani Kamakau. You can reach her at olalani.kamakau@us.af.mil or at (310) 653-1185. An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns with potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of the proposals or the source selection process for this acquisition.
