Description
On July 18, 2012, the Bureau of Reclamation, Pacific Northwest Region, awarded a requirement for the design and installation of a new laser light show at Grand Coulee Dam. The intent of this project was to procure a laser light show that provides a stimulating, memorable, quality laser light experience while at the same time providing the viewing public with a better understanding of Reclamation's service to the public as represented by Grand Coulee Dam and other features of the Columbia Basin Project. In addition to designing the laser light program, offerors were required to be able to supply and install the laser light equipment. Selection procedures were conducted in a two-phase solicitation process similar to that process set forth in Federal Acquisition Regulations (FAR) Subpart 36.3, Two-Phase Design-Build Selection Procedures. The resulting contract is a firm-fixed price type contract with a base year and four option years. The North American Industry Classification System (NAICS) code associated with this project is 713990. The small business size standard applicable to this project is $7.0 million in gross annual receipts averaged over the previous three 1-year accounting periods. The order of magnitude for this project is between $1,000,000.00 and $5,000,000.00. This procurement was advertised on an unrestricted basis. Offers were accepted from all responsive and responsible small and large business concerns. Prospective contractors were required to be registered in the System for Award Management (SAM) prior to the award of the contract (for more information regarding registering in SAM, please visit www.sam.gov.). The government intends to exercise Option Year One of Contract No. R12PC10009, Laser Light Show, with an award date of the modification to the incumbent contractor issued no later than May 23, 2015, with an additional three option years exercised thereafter in accordance with FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2009), included in contract, until the end of Option Year Four on May 23, 2019.
