- Attachment 1: Statement of Objective (SOO) Plum Island Animal Disease Center (PIADC) requires the following: A Firm, Fixed-Price type, contract for the Supply and Delivery of Cattle for the Plum Island Animal Disease Center (PIADC) in New York. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation HSHQPD-15-R-00002 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, March 2, 2015. Set-aside: Small Business NAICS Code: 424520, Livestock Merchant Wholesalers Small Business Size Standard: 100 Employees Contract Line Item (CLIN)s: Delivery Dates (Week of)² Quantity¹ CLIN 0001 May 10th 28 CLIN 0002 May 31st 31 CLIN 0003 July 5th 28 CLIN 0004 August 9th 29 CLIN 0005 August 30th 10 CLIN 0006 Oct 25th 28 ¹ All quantities are Not-to-Exceed (NTE) amounts ² Actual delivery dates shall be pre-coordinated with DHS's Technical Representative Description of Requirements: See attached Statement of Objectives (SOO) Date(s) and Place(s) of Delivery and Acceptance and FOB point: See attached SOO The provision at 52.212-1(k), System for Award Management - Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award (www.sam.gov) The provision at 52.212-2 -- Evaluation -- Commercial Items (Oct 2014), applies to this acquisition (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. TECHNICAL - ability to meet all Government requirements indicated in this solicitation 2. PAST PERFORMANCE 3. PRICE Technical and Past Performance, when combined, are approximately equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer (www.sam.gov). The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The Government anticipates awarding a contract based on Best Value/Trade-Off as Technical and Past Performance, when combined, are approximately equal to price.
