15RJQ78_syn N00164-15-R-JQ78 - SOLE SOURCE - NIGHT VISION COMPATIBLE HIGH DEFINITION COCKPIT DISPLAYS - FSC 1680 - NAICS 334511 Anticipated Issue Date: 07 MAY 2015 - Closing Date: 10 JUN 2015 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane has a requirement for Night Vision Compatible High Definition (HD) cockpit displays with Bezel Keys. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with one source, Flight Display Systems (FDS) Avionics Corp, 6435 Shiloh Road, Alpharetta, Georgia 30005-8353 under authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This is being sole sourced because the Government does not possess a complete technical data package to compete this action. The displays shall be compatible with the C-130J aircraft capabilities including shock and vibration, altitude, explosive atmosphere, and other environmental characteristics associated with this type of aircraft. The displays shall be compatible with existing hardware mounting, data, and video interfaces. A competitive procurement approach would require extensive cost duplication for non-recurring engineering, product validation and an unacceptable delay in schedule to meet requirement needs. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
