- The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to solicit and negotiate, on a sole source basis, a contract modification to an existing order under the Basic Ordering Agreement (BOA) N00019-12-G-0006 Class Justification and Approval (CJ and A) with the Bell Boeing Joint Project Office (BB JPO) located in Amarillo, TX under authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The United States Marine Corps (USMC) and Air Force have identified a requirement to integrate the 20.1.01/20.2.01 and 10.5.0X /20.3.0X software, which is developed under the V-22 Avionics and Flight Controls System Engineering and Software Maintenance Support contract, into CV-22 Flight Training Devices and integrate Block C software, which is developed under the V-22 Avionics and Flight Controls System Engineering and Software Maintenance Support contract, into MV-22 Flight Training Devices in order to comply with training requirements and to maintain concurrency with Fleet aircraft. BB JPO, the Original Equipment Manufacturer (OEM) of the of the MV-22 and CV-22 aircraft platform and all MV-22 and CV-22 flight training devices procured to date, is the only responsible source capable of upgrading the current flight training devices to the aircraft configurations, 20.1.01/20.2.01 and 10.5.0X /20.3.0X software respectively. Concurrent training prior to delivery of the new aircraft configurations is essential for fleet readiness to support operations overseas and reduce aircraft operating costs associated with using the aircraft for training. As such, it is not possible for any other source to upgrade the existing training devices to the new configurations. This synopsis is not a request for competitive proposals.
