Description

JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. 1. PURCHASE REQUEST OR REQUISITION NUMBER: 506-15-2-1405-00471A. PROJECT/TASK NUMBER N/A 1B. ESTIMATED AMOUNT: $2,500 Annual, $10,000 total with three (3) option years 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Methodological consultation about the nature and structure of brain stimulation as well as (virtual) assisting in staff training and he will primarily involve staff-retraining, verification and quarterly evaluation of treatment fidelity. Dr. Bikson will also disseminate relevant methodological and safety literature to the study team. This will include continued treatment fidelity checks, but primarily focus on interpretation of group-level findings (i.e., deidentified data) and result dissemination (via presentations and peer-reviewed publications). Period of performance, April 8, 2015 to April 7. 2019. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: Only one responsible source (FAR 6.302-1) Dr. Marmon Bikson is uniquely qualified to perform the services above. Specifically, he is a world-renowned expert in non-invasive brain stimulation. He has personally developed the high definition transcranial direct current stimulation (HD-tDCS) approach that he will use in this Award. Dr. Bikson has also developed advanced electrical field modeling programs that will allow the VA Research Team to compare the amount of electricity being delivered to the brain with associated changes in brain activation (measured by neuroimaging). Dr. Bikson was specifically included in the VACO-reviewed and approved Merit Award. Failure to provide this contract will result in unacceptable delays in fulfilling the stated duties; The Grant is approved by VACO. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: Only one responsible source (FAR 6.302-1) Dr. Marmon Bikson is uniquely qualified to perform the services above. Specifically, he is board certified and has over 20 years of experience developing advanced electrical field modeling programs. Searches within GSA/FSS Schedules did not show this type of service available. Internet searches showed Dr. Marmon Bikson as meeting the requirements of the VA Ann Arbor Healthcare System Research Department. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: Only one responsible source (FAR 6.302-1) Dr. Marmon Bikson is uniquely qualified to perform the services. Market research showed Dr. Bikson is the only known individual to publish research in cognitive rehabilitation with aging, dementia or mild cognitive impairment. Internet searches showed Dr. Bikson is the leading authority in developing advanced electrical field modeling programs. 6. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
