- This is a Sources Sought synopsis for market research purposes only and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Participation is strictly voluntary with no cost or obligation to be incurred by the Government. Marine Corps Regional Contract Office MCIWest seeks information on potential sources for a contemplated service contract for up to five (5) years in support of the I Marine Expeditionary Force. The I Marine Expeditionary Force is charged with management, readiness and operational support of Tactical Aircraft and Fleet Readiness Squadrons. The intent of this sources sought notice is to conduct a market investigation to collect supporting data and documentation on which to base an appropriate acquisition strategy. The North American Industry Classification System (NAICS) Code for this effort is 541330; with a small business size standard of $14 Million. No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Interested and capable sources are encouraged to respond to this synopsis with a Statement of Capability demonstrating the ability to: (a) provide technical support to assist in identifying and maintaining aircraft trend analysis, mission impactors and implementation of new aircraft system upgrades; (b) interpret aircraft readiness reports, conduct data analysis, interface with supporting commands and monitor aircraft system upgrades; (c) Organize an efficient routing and filing system for G-3, Aviation Logistics Branch (ALB); (d) Identify administrative deficiencies and provide viable solutions to ongoing problems within I MEF ALB; (e) Ensure accurate and timely submission of monthly Aircraft Material Readiness Reports; (f) Oversee 3d Marine Aircraft Wing (MAW) Aviation Logistics Maintenance Team (ALMAT) in detailed inspections of functional areas such as Central Technical Publication Libraries, Technical Directives Programs, ECAMS, Records and Reports, Aircraft Logs and Records and Maintenance Administration; (g) Monitor the standards for maintenance programs for all squadrons assigned to 3D MAW; (h) Identify problems/unfavorable trends and their impact on mission readiness and maintenance safety. Provide viable solutions for timely courses of corrective action; (i) Provide training and assistance for Maintenance Programs with twenty-nine organizational and four intermediate maintenance departments; (j) Provide continual MALSP, TAVB and aviation logistics input to staff as required; (k) Provide technical evaluations of existing assessment techniques and provide recommendations for new assessment techniques, which would further or more clearly identify data discrepancies; (l) Provide situational awareness briefs, and when tasked, provide subject matter recommendations and feedback for NAVRIIP, AIRSpeed and FRC maintenance processes and programs; (m) Design, develop and implement courses of instruction as directed by the Assistant Chief of Staff/G-3, I MEF; (n) Maintain aircraft readiness charts for the Commanding General and Assistant Chief of Staff, Aviation Logistics Division, Marine Forces Pacific; (o) Represent I MEF and Assistant Chief of Staff, Aviation Logistics Division, Marine Forces Pacific for all CNAF hosted Aviation Logistics Readiness Plan (ALRP) milestone and Transition Task Force (TTF) meetings; (p) Provide primary Aviation logistics liaison between I MEF staff, higher headquarters and major subordinate commands; (q) Liaison regarding both surface and air movement of aircraft and associated equipment and supplies between I MEF MAGTF Deployment, & Distribution Operations Center (MDDOC), higher headquarters and MSC's; (r) Monitor ten elements for Integrated Logistics Support (ILS) for induction of new weapons systems platforms as it pertains to I MEF; (s) Monitor readiness information for the five interrelated functional areas of Marine Aviation as it affects I MEF; (t) Monitor and participate in Marine Aviation Transition Strategy (MATS) for operational planning.
