Description
This is a SOURCES SOUGHT Notice for the purpose of obtaining market research only. No proposals are being requested nor accepted under this sources sought notice. The U.S. Army Corps of Engineers, New York District, will use information obtained under this sources sought notice to develop an acquisition strategy to meet the requirements for the organic waste composting facility at the U.S. Military Academy, West Point, NY (USMA-WP). The intent of this sources sought notice is to access industry's small business concerns (including, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUB Zone) Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman- Owned Small Business and all small businesses under the size standard, capability and interest in performing a construction project within the U.S. Military Academy, West Point, NY using the design-build process to meet the needs of the U.S. Military Academy. • The project involves the following: o Conduct an assessment to define the organic waste streams generated at USMA-WP. o Completion of NEPA analysis o Assess available technologies and design a composting system. o All permitting required for the project. o Implementation and construction of the compositing system at USMA-WP The design-build contractor will conduct an assessment and study of current solid waste streams at USMA-WP. Based on this assessment, the design-build contractor will review available technologies, make recommendations and develop a design for the waste composting system. The recommendations from the completed assessment will be integrated in the system design. The design-build contractor will obtain all permits, construct the waste composting system, provide training to USMA personnel and develop a program that will allow USMA- Department of Public Works (DPW) to collect data to ensure waste stream amounts are documented and the right combination of waste stream are maintained for optimal operation of the system. The final design and function of the composting system must be formally accepted by the Government prior to issuance of the construction notice to proceed. The anticipated the Magnitude of Construction is between $500,000 and $1,000,000. The anticipated North American Industry Classification System (NAICS) codes for this program is 562219, Other Nonhazardous Waste Treatment and Disposal, with a corresponding Standard Industrial Code (SIC) of 4953, Refuse Systems; and a Small Business Size Standard of $36.5 Million. It is anticipated that the program need for the project be met through the use of the two-phase best value lowest price technically acceptable single award process. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. Interested Offerors shall respond to this Sources Sought Notice by submitting (1) Identification and verification of the company as a, HUB Zone, Service-Disabled Veteran Owned Small Business, Woman- Owned Small Business or Small Business for NAICS Code 562219. (2) A CAGE Code and/or DUNS Number. (3) Indication of relevant past experience through the description of at least two (2) examples of previous experience with composting of solid waste streams (nonhazardous waste treatment and disposal) project of similar size and cost magnitude (greater than or equal to $500,000) within the last 5 years. The information submitted will be considered in the development of the acquisition strategy to support this program. The market research survey seeks to identify industry's experience, past performance, and capabilities to execute this project. Offerors responding to this Market Research Notice shall be limited to information required above and shall be submitted no later than 1600 (4 pm) EST on APR 22, 2015. This will be a design-build contract. All work provided under this contract will occur in the State of New York. At this time, it is the intent of the New York District Corps of Engineers to award a single contract to a qualified design-build firm.
