Note the solicitation number for this project is VA-250-15-B-0176 The pre-bid conference will be held April 20, 2015 at 1620 East 105th street Cleveland Ohio 44106 on the 6th floor room6m- 661 at 10:00 A.M. Questions concerning this project will not be received after April 27, 2015 COB The Louis Stokes Cleveland Department of Veterans Affairs Medical Center (LSCDVAMC), 10701 East Boulevard, Cleveland, Ohio, 44106 has a requirement for Project 541-15-102, "CONVERT PNEUMATIC VAV BOXES TO DDC CONTROL". This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service Disabled Veteran-Owned Small Business Set-Aside. This does not include paperwork, submittals, etc. DO NOT SEND QUESTIONS TO THIS NOTICE. QUESTIONS WILL BE ACCEPTED ELECTRONICALLY AFTER THE SOLICITATION HAS BEEN PUBLISHED ACCORDING TO FAR 15.201 TO MAINTAIN CONSISTENT PROCUREMENT INTEGRITY. Contractor shall completely prepare the site for building operations, including demolition and removal of existing items, and furnish labor, materials and equipment necessary to complete all new construction which includes but not limited to architectural, mechanical and electrical as shown and specified. Work to be completed within 150 calendar days after receipt of Notice to Proceed. The work shall include but not be limited to: The general scope of this project is to: provide for the replacement of Thermostats that are Pneumatic controlled with DDC controlled Thermostats to allow full control of existing VAV Boxes. The DDC controls will allow greater control and fine tuning of the HVAC system to help the Medical Center meet its Energy goals. The project will replace 567 pneumatic Thermostats with DDC Thermostats on the 1st, 2nd, 4th, and 5th floors of the Medical Center's main bed tower. The project duration is 150 days. This project has 2 bid item deducts (Deduct Alternate #1): Remove the East portion of the 4th Floor. (Deduct Alternate #2): Remove the East and West Portion of the 4th Floor The work to be performed will be at the Cleveland VA Medical Centers, Wade Park Division, and 10701 East Boulevard, Cleveland, OH 44106. The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The IFB will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 238220 with a size standard of $15 million. The IFB is scheduled for issuance on or about May 25, 2015. The Government intends to award a firm-fixed-price contract. The period of performance shall be 150 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $500,000.00 and $1,000,000.00. The point of contact is Terance Crawley who can be reached by email at Terance.Crawley@va.gov. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, currently registered in Central Contractor Registration, www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov. 819.7003 Eligibility (b) (b) At the time of submission of offer, the Offeror must represent to the contracting officer that it is a; (1) SDVOSB concern or VOSB concern; (2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition; and (3) Verified for eligibility in the VIP database. 804.1102 Vendor Information Pages (VIP) Database. After December 31, 2011, all VOSBs, including SDVOSBs, must be listed as verified in the VIP database, and also must be registered in the CCR to be eligible to participate in order to receive new contract awards under this program.
