Description
Synopsis for Solicitation number N00189-15-T-0104 (USS Cole Ship Rehab) The NAVSUP Fleet Logistics Center (FLC) Norfolk, VA 23511-3392 intends to negotiate a 100% Small Business set-aside contract with firm fixed-price provisions for refurbishment of the Food Service Office, Supply Office, Training Classroom, Officer ™s Wardroom, Executive Officer ™s Living Quarters, Commanding Officer ™s Cabin and Chief Petty Officer ™s Mess as required by the USS COLE (DDG-67). The procurement will be conducted in accordance with FAR Part 13.5 “ Test Program for Certain Commercial Items, FAR Part 13 “ Simplified Acquisition Procedures, and FAR Subpart 19.5 “ Set-Asides for Small Business. The period of performance will take place from 1 July 2015 through 30 September 2015 during a Refuel and Complex Overhaul (RCOH) at Huntington-Ingalls Newport News (HI-NN) Shipyard. The North American Industry Classification System (NAICS) code for this acquisition is 337214 “Office Furniture Manufacturing; the Size Standard is 500 employees. NOTE: A mandatory site visit will be held prior to receipt of quotes to allow all perspective vendors to view and inspect the facilities located at: USS COLE (DDG-67), Naval Station Norfolk, Norfolk, Virginia 23511, Pier 6. The site visit will be held Thursday, 16 April 2015 at 10:00 AM eastern time (time subject to change). The purpose of the site visit is for interested vendors to familiarize themselves with the tasks at hand, verify all measurements, and to ensure complete understanding of the requirement by all parties. In order to attend site visits, vendors shall convene at the above address no later than 10:00 AM eastern time on Thursday, 16 April 2015. Attendees should allow extra time to arrive due to delays in passing through security. Due to base security requirements, failure to make a reservation may prohibit a contractor from attending site surveys. Contractors are limited to two (2) representatives for the site survey. It is the vendor ™s responsibility to ensure that they have the proper documentation in order to access all areas required for the site visit onboard the USS COLE (DDG-67). A complete Request for Quote package will be available for downloading at the NECO Website: http://www.neco.navy.mil on or about 08 April 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
