Description
This is a SOURCES SOUGHT NOTICE. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The U.S. Army Corps of Engineers Omaha District has been tasked to solicit for and award a project to include: Proposed project will be firm fixed price Design-Build for construction with incidental design services. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications the Small Business Community to include but not limited to; Historically Underutilized Business Zones (HUB-Zone), 8(a) Certified Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women Owned Small Business (WOSB) to compete and perform a Firm Fixed Price Contract. The US Government must ensure there is adequate competition among the potential pool of responsive contractors. The project location is F.E. Warren AFB, WY. All contractors are highly encouraged to participate. The US Government is seeking qualified, experienced sources capable of performing renovation, vertical construction, sitework, electrical, mechanical, and minor hazardous and toxic waste, etc. Contractors should have the capability of performing design-build construction projects. The draft Statement of Work for this project: The primary goal of this project is the Repair and Renovation of Building 332 at FE Warren AFB, Cheyenne, WY for Communications and Fire Department Consolidation. This shall consist of verification of existing facility conditions followed by the preparation of plans, drawings, specifications, and the eventual renovation and repair of Building 332 to create a more efficient use of space and improved organization of circulation, service spaces, offices, technical spaces and storage. A 95% design bridging document will be included with the solicitation package. Bldg. 332 is a 48,585 SF is a historic brick masonry and timber framed, one-story building with an attic (former hayloft) and later additions that only matched the exterior brick veneer with little relation to the historic character of the original stable building. The multiple additions were constructed at different times using different construction materials and techniques. The renovation will require that Bldg. 332 be split at a demarcation between the historic building portion and newer building additions. Construction will consist of renovating 32,829 SF of the existing Fire Station to include Site Work, Admin, Offices, Sleeping Quarters, Kitchen, Vehicle Storage, Equipment Storage and Training Rooms. Work also includes minor alterations to a high bay vehicle storage space. The renovation work includes demolition and removal of the following: concrete slab on grade, concrete and masonry load-bearing walls, metal (or wood) stud walls with veneer finish (gypsum board, paneling, etc.), doors and frames (hollow metal and/or wood), millwork, plumbing fixtures, toilets partitions, light fixtures, electrical power outlets, electrical panels and related circuits, mechanical equipment (boilers, piping, air handling units, ductwork, controls, diffusers, etc.) limited portions of the existing roof assemblies and incidental related work. The renovation work includes the following new construction: concrete slab on grade, structural steel framing for new mezzanine (including metal deck and light-weight concrete topping), structural steel seismic bracing anchored to new cast-in-place concrete foundation, metal stud and gypsum board walls, hollow metal doors and frames, aluminum storefront assemblies with doors, light fixtures with associated circuit wiring and controls, power outlets with associated circuit wiring and controls, electrical service(s) with associated main distribution panels, transformers and lighting and power distribution panels, emergency generator with associated fuel tank and controls, communications and data outlets with associated cabling, plumbing fixtures with associated supply and waste piping, toilet partitions, mechanical equipment (boiler, chiller, condensing units, air handling units, ductwork, exhaust fans, diffusers, grilles, controls, etc.), finishes (carpet, tile, vinyl flooring, paint, trim, etc.), ceiling (gypsum board and acoustical lay-in panels with metal grid) and incidental related work. Prospective construction firms must be capable of: providing all resources for successful construction per contract documents; planning and development of construction documents and work phasing if required; a Bentley compatible BIM product; CADD (as-builts, changes, etc.); professional services, geotechnical investigations, environmental investigations, abatement and sampling, construction documentation, cost estimates, value engineering, shop drawings, and construction administration. The contractor is also required to have expertise and knowledge of Anti-Terrorism/Force Protection (AT/FP) requirements, security and communications systems, fire protection and life safety systems, and other technical requirements as may be designed or required. Any work that requires design changes or environmental compliance must be performed by or under the direct supervision of licensed professional Architects and/or Engineers. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $36.5 Million. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Prior Government contract work is not required for submitting a response under the sources sought notice. Award will be based on overall Best Value to the Government. The magnitude of the project is between $5M and $10M. Offerors response to this Notice shall be limited to 5 pages and shall include the following information: GENERAL INFORMATION (1) Offerors name, address, point of contact, phone number, and e-mail address; (2) Offerors CAGE and DUNS; (3) Offerors Business Size and type of small business in relation to NAICS Code 236220 (HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), Women Owned Small Business or Small Business; (4) Offerors Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). PAST PERFORMANCE INFORMATION (5) Offerors capability to perform a contract of this magnitude and complexity (include offerors capability to execute design and construction, comparable work performed within the past 5 years). Include brief description of the project, offerors role as a prime contractor or subcontractor, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. Provide at least 3 examples; (6) Offerors Joint Venture information if applicable. DESIGN SERVICES A 95% design bridging document will be included with the solicitation package. Provide clear understanding of your firms design experience. Interested Offerors shall respond to this Sources Sought Notice no later than 2:00 PM (CDT) 14 April 2015.
