- Interested vendors please complete and return The U.S. Department of Agriculture, Animal Plant Health Inspection Services - Wild Life Services (USDA/ APHIS/ WS) requires oral rabies vaccine-bait ONRAB® in an Ultralite bait to support continued field trial testing. Initial field trials of this product were conducted in 2011 (WV) and 2012 (WV, OH, NY, NH, VT). The purpose of the field trials is to evaluate the vaccine's safety and immunogenicity to control rabies in wildlife. Continued field trial expansion in 2013 was considered warranted based on the favorable safety and vaccine-induced antibody results of the first field trial with ONRAB® in an Ultralite bait conducted in 2011. In 2013, WS expanded field trials to include an area in Northern New York (St. Lawrence County) to scientifically replicate field trials that were conducted in VT, NH and NY in 2012. In 2015, WS has proposed to conclude field trials in Northern New York (St. Lawrence County). WS has also proposed to evaluate the ONRAB® vaccine-bait at different baiting densities in WV, VT, and NH during 2015-2016. In order to fully scientifically test the immunogenicity of this vaccine under field conditions, it will require up to three field seasons at each location. The Brand Name - ONRAB® in an Ultralite bait is currently purchased by Wild Life Services in accordance with Federal Acquisition Regulation 6.302-1 (c) (1) (i) Application for brand-name descriptions. (1) An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer- (i) Does not provide for full and open competition, regardless of the number of sources solicited Interested sources for the Brand Name or Equivalent licensed and approved for use by the Center for Veterinary Biologics are encouraged to complete and return Attachment 1 to the contracting office.
