- SOURCES SOUGHT NOTICE. This is a Sources Sought announcement only and is not a solicitation for proposals. Mission and Installation Contracting Command - Fort Eustis, VA is conducting this Sources Sought Notice in support of a market research survey to determine small business participation interest, and capability of potential sources. MICC-Eustis is attempting to determine sources capable of fulfilling a TRADOC Capability Manager-Live (TCM-L) requirement. This effort provides support to and analysis for future training capability development. This contract effort provides support to the Sustainable Range Program (SRP), TCM-L, USATSC, Joint Base Langley-Eustis, VA, for requirements/capability development and/or refinement of concepts/requirements/capabilities that are to be integrated and interoperable with training enablers and sites. This will include assisting in developing and coordinating written concepts and requirements for live training; preparing and coordinating Army documents with all appropriate organizations/agencies; and staffing Joint or other Military Services' documents to include Joint Capabilities Integration and Development System (JCIDS) documentation with the TCM-L training community. The Contractor shall support TCM-L as an analyst in support of the FHTE-LS. The Contractor shall provide oversight in all FHTE-LS action committees. The Contractor shall provide personnel with technical and analytical expertise, staffing/communicative skills, and other necessary credentials to accomplish the tasks outlined in paragraph 5. The Contractor shall use Live Training Transformation-Family of Training Systems (LT2-FTS) and Common Training Instrumented Architecture (CTIA) as the foundation for this Contract effort. LT2-FTS/CTIA provides the foundation for most instrumentation efforts involving TCM-L and live training. The designated NAICS Code is 541611 with a size standard of $15 million, Administrative Management and General Management Consulting Services. All contractors doing business with the Government must be registered with the System for Award Management (SAM) at website: https://www.sam.gov. Your response shall include the following information: size of company (i.e. SB, VOSB, WOSB, 8(a), SDB, SDVOSB or HUBZone), average number of employees for the last three years, average revenue for the last three years, relevant past performance on same/similar work for not more than three years and your company's capability to do this type of work. Documentation of technical expertise and capability in accordance with the attached PWS must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this Sources Sought announcement, articulate their capabilities clearly and adequately.
