Description
NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department Office Groton, Code 245.2 intends to award a Sole Source type contract with Firm Fixed Price provisions for the test of submarine steam suits prototypes. The vendor shall develop a total 20 prototype units broken down into four (4) phases of prototype development as required by the Navy Clothing Textile and Research Facility (NCTRF) Kansas Street, Building 26, Natick MA, 01760. This requirement will be sole sourced to Propel, LLC. 999 Main Street, Unit 106, Pawtucket, RI 02860. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 5.202 (a) (7). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) under FAR Part 12, Acquisition of Commercial Items, FAR Subpart 13.5 Test Program for Certain Commercial Items and FAR Subpart 6.302-1 Only One Responsible Source. The requirement to procure submarine steam suits prototypes will consist of a nine-month period of performance that will commence on or about 01 May 2015 and conclude on 01 February 2016. The North American Industry Classification System (NAICS) code for this acquisition is 541990, All Other Professional, Scientific and Technical Services, and the Size Standard is $15.0 Million.
