- Solicitation Number: N00024-15-R-6403 Notice Type: Special Notice The Government is conducting market research for a new solicitation for the MK 48 MOD 7 Advanced Processor Build 6/Technology Insertion-1 (APB6/TI-1) Heavyweight Torpedo (HWT) Program. In an effort to further develop the Government's acquisition approach, the Government will host an Industry Day in Newport, RI, at Naval Undersea Warfare Center (NUWC) Division, Newport on Tuesday, 14 April 2015. The MK 48 MOD 7 APB6/TI-1 HWT program will be entering the Engineering and Manufacturing Development Phase (post Milestone B) and consist of a software upgrade, referred to as APB6, and a hardware upgrade referred to as TI-1. It is envisioned that NUWC Division Newport will be responsible for developing the APB6 operational software, and the TI-1 hardware will be developed by a prime contractor. The MK 48 Mod 7 TI-1 portion of the program is envisioned to include a new Guidance and Control (G&C) section featuring a new Sonar Assembly (updated array with associated electronics and cables), Guidance and Control Assembly, Inertial Measurement Unit, upgraded tuning box, and an Ethernet device switch. Within the warhead section, a new Warhead Electronics System (WES) will be transitioned into TI-1 from an existing Office of Naval Research (ONR) Future Naval Capability (FNC) program, referred to as the Torpedo Common Hybrid Fuzing System FNC. An Improved Post Launch Communications System (iPLCS), which replaces the current copper guidance wire with a fiber optics wire and payout system, may also be a part of the TI-1 contract. Any associated cables, filters, and ancillary components will be included as part of this planned four (4) to five (5) year development followed by Developmental Test (DT) and Operational Test (OT). The contractor's TI-1 hardware will be required to run the Government's Operational (OP) Software. Similarly, the contractor's middleware will be required to successfully interface with the Government's OP Software. Naval Sea Systems Command (NAVSEA) Contracts Directorate (SEA02) along with the Program Executive Office Submarines (PEO-SUB), Undersea Weapons Program Office (PMS 404), will host a SECRET MK 48 MOD 7 APB 6/TI-1 HWT Program Industry Day to (1) discuss the program, (2) allow industry to better understand the proposed acquisition and acquisition approach, and (3) solicit industry feedback on the Government's requirements. The Industry Day will also identify potential Government Furnished Equipment (GFE), Government Furnished Information (GFI) and facilities that could be leveraged to facilitate contractor testing and contractual compliance. The event will be held at the Naval Undersea Warfare Center Division Newport, located in Newport, RI, in Building 1346 (Chafee Auditorium) on 14 April 2015. Industry Day check-in will be from 7:30 - 8:30 AM EDT. Briefings will be presented from 8:30 AM - 12:30 PM EDT. To receive registration and visit request instructions, email your request including your company address by the deadline of 2 April 2015 no later than 4:30 PM EDT to Kristopher Feaster (kristopher.feaster@navy.mil) with courtesy copy to Dorothy Meehan (dorothy.meehan@navy.mil). The registration form and visit request must be submitted by 9 April 2015 no later than 4:30 PM EDT. These deadlines are firm. No exceptions will be made. If you do not receive the registration and visit request instructions within three (3) business days of your request, please re-send your request. Industry Day attendees must be U.S. citizens working for U.S.-incorporated companies or the Department of Defense and possess a SECRET clearance. Attendance is limited to three (3) representatives from each company subsidiary. During Industry Day, the Government will not respond to verbal questions except to repeat presentation material. All questions will be submitted to the Government at Industry Day in writing and the Government will respond to questions no later than 22 May 2015.
