Description
1. Description This is a request for information (RFI) from the Missile Defense Agency Aegis Ballistic Missile Defense (BMD) Program office (MDA/AB). MDA/AB is conducting market research to identify potential small business sources with the technical capability and necessary resources to provide research, analysis, characterization and/or modeling of weapon system effectiveness, weapons performance, weapons systems effectiveness, signatures, lethality, target vulnerability, flight test support and kill assessment on ballistic missile threats including payload response in support of the Aegis BMD Test and Evaluation program. 2. Background Physical Sciences, Inc. (PSI) has been providing these engineering and analytical services to MDA/AB since 2010. Over the past three (3) years, the incumbent contractor has provided labor resources equivalent to approximately two (2) Full-Time-Equivalents per year. PSI has developed proprietary software and algorithms for modeling and simulation for pre- and post-mission assessments, to characterize debris fields and measuring lethality and weapon system effectiveness. These technical services have been provided by PSI in support of current and future Aegis BMD Weapon Systems, including the missile and its components and sub-components, the ship based Weapon System and associated sub-systems including but not limited to the tactical Missile Downlink System (MDS), the MDS Testbed and the MDS Kill Assessment Module (MKAM). 3. Requirements 3.1 Aegis BMD and Standard Missile (SM) •3.1.1 Conduct Aegis BMD and SM scientific and Flight Test Standard Missile (FTM) support including but not limited to pre-mission predictions and post-mission analyses including weapon system performance including but not limited to lethal object discrimination/assessment, countermeasures and counter-countermeasures, target-object-map, aimpoint selection, hit point determination using algorithms, direct hit/kill enhancement device/warhead target response/lethality, weapon system effectiveness, kill assessment, apply Algorithms for the determination of which debris object is the surviving lethal object with the post engagement debris field, debris and electro-optical (EO)/radio frequency (RF) characterizations and other methods including estimates of debris parameters, interactions with the rarified atmosphere including but not limited to atomic oxygen effects, debris trajectories, associated radar and electro-optical observables including multi-sensor fusion and mission scoring. Activities include payload response and typing including but not limited to the analysis of the potential performance and use of remote sensors such as a "Method and Apparatus for Imaging" - Adaptive InfraRed Imaging Spectroradiometer (AIRIS) and in patented sensor technologies: Toxic substance detection, Induced Breakdown Spectroscopy Detector System with Controllable Time Delay, Dynamic laser power control for gas species monitoring and Apparatus and methods for launching and receiving a broad wavelength range source and characterizations from tests and existing data. •3.1.2 Provide research, analysis and/or characterization modeling of previously obtained test data (such as sled track, gas gun and other test range data) to provide scaling to compare to Aegis BMD FTMs where analyses shall address and scale atmospheric parameters including intercept altitude effects to scale and assess test data to exo-atmospheric conditions for SM FTM. •3.1.3 Provide research, analysis and/or characterization modeling supporting the development and testing of the current block and future block Aegis BMD System including the missile and its components and sub-components, the ship based Weapon System and associated sub-systems including but not limited to the tactical MDS, the MDS Testbed and the MKAM using PSI-H/P, PRSIM and other modeling tools for an overall kill assessment functionality assessment including but not limited to algorithms for the determination of which debris object is the surviving lethal object with the post engagement debris field. •3.1.4 Technical and programmatic support for the Aegis BMD Weapon System Effectiveness (WSE) Working Group, Aegis BMD Instrumentation Working Group (IWG), Range Safety Working Group and various Aegis BMD Integrated Product Teams (IPTs), including but not limited to, Engage, Kill Assessment and Radar and also sub-IPTs such as the Signal Processing and Equipment and performance of other WSE and lethality-related analyses. •3.1.5 Provide research, analysis, characterization and/or modeling of the vulnerability of target structures, systems and components to non-nuclear damage mechanisms including but not limited to algorithms for the determination of which debris object is the surviving lethal object with the post engagement debris field. Target descriptions provided by the Department of Energy (DOE) National Laboratories shall require access to Restricted Data (RD) and Critical Nuclear Weapons Design Information (CNWDI). •3.1.6 Provide research, analysis, characterization and/or modeling of the damage effects of weapon fragmentation and/or kill enhancement device concepts against air or surface targets. •3.1.7 Provide research, analysis and/or characterization modeling in advanced computer techniques (hardware and/or software, such as the patented method: "reconfigure-able environmentally adaptive computing" to assist in the modeling and/or analysis of weapon systems including but not limited to electro-optic and radio frequency sensor functioning, target discrimination and recognition and near real time determination of engagement parameters including but not limited to closing velocity, strike angle, target projected length and true length estimated utilizing strike angle determination, sensor fusion, image enhancement, damage mechanism deployment and/or target response. •3.1.8 Provide research, analysis, measurements, characterization and/or modeling of the weapons effects and signatures for missile threats engaged by current and future Aegis BMD baseline systems including payload response and typing including but not limited to the analysis of the potential performance of remote sensors such as a "Method and Apparatus for Imaging" - AIRIS and in patented sensor technologies: Toxic substance detection, Induced Breakdown Spectroscopy Detector System with Controllable Time Delay, Dynamic laser power control for gas species monitoring and Apparatus and methods for launching and receiving a broad wavelength range source and characterizations from tests and existing data. •3.1.9 Provide research, development, instrumentation, analysis, documentation and/or experimentation of hardware and/or software for the purpose of weapon performance assessment and with associated characterization and signature evaluations. •3.1.10 Provide research, analysis and/or characterization modeling in other general areas of target vulnerability, damage mechanism lethality and endgame effectiveness modeling. 3.2 Kill Assessment (KA)/Verification and Validation (V&V) •3.2.1 Conduct scientific and flight test mission support for KA V&V including but not limited EO (visible to infra-red) and RF algorithm specification/specification changes and functionality assessments and refinement, documentation, V&V activities based on FTM data and synthesized data, to pre-mission predictions and post-mission analyses. •3.2.2 Provide research, analysis and/or characterization modeling of previously obtained test data (such as FTM, sled track, gas gun and other test range data) to provide scaling for kill assessment algorithm assessments and V&V activities to compare to Aegis BMD FTM and threat engagement analyses where there is the need to scale kill assessment feature values due to atmospheric effects and threat engagements as well as other RF and EO Aegis BMD parameters including but not limited to radar band, pulse parameters, burst parameters, method of integration, signal processing algorithms and active/passive EO band(s) of center wavelength, bandwidth, integration time, framing rate, receiver optical parameters. •3.2.3 Provide research, analysis and/or characterization modeling supporting the development and testing of Kill Assessment functions for the current and future blocks of the Aegis BMD System including the missile and its components and sub-components, the ship based current and future block Weapon System and associated sub-systems including but not limited to the tactical MDS, the MDS Testbed and the MKAM using modeling tools. •3.2.4 Technical and programmatic kill assessment support for the Aegis BMD WSE Working Group, Aegis BMD IWG, various Aegis BMD IPT's including but not limited to Engage, Kill Assessment and Radar and also sub-IPT's such as the Signal Processing and Equipment and performance of other WSE and lethality and Kill Assessment related analyses. •3.2.5 Provide research, analysis, characterization and/or modeling for kill assessment of target structures, systems and components to non-nuclear damage mechanisms for the complete range of outcomes including but not limited to positive kill, probable kill, probable no kill and algorithms for the determination of which debris object is the surviving lethal object with the post engagement debris field. Target descriptions provided by the DOE National Laboratories shall require access to RD and CNWDI. •3.2.6 Provide research, analysis, characterization and/or modeling of Kill Assessment associated with weapon fragmentation and/or kill enhancement device concepts against air or surface targets and other modeling tools. •3.2.7 Provide research, analysis and/or characterization modeling in advanced computer techniques (hardware and/or software) to assist in the modeling and/or analysis of the kill assessment functions and methods within current and future weapon systems. •3.2.8 Provide research, analysis, measurements, characterization and/or modeling of the weapons effects for kill assessment activities of missile threats including payload response and typing. •3.2.9 Provide research, development, instrumentation, analysis, documentation and/or experimentation of hardware and/or software for the purpose of kill assessment. •3.2.10 Provide research, analysis and/or characterization modeling in other general areas of kill assessment and endgame effectiveness modeling. 3.3 Submit Monthly Progress, Status and Management and financial reports as required in the Contract Data Requirements List. 3.4 Submit Trip and Test reports as required in the Contract Data Requirements List. 3.5 Submit Presentation Material and Design Review Data Package as required in the Contract Data Requirements List. 4. Requested Information Respondents who believe they can meet the requirements and information requested in this RFI should submit a package no later than April 23, 2015 at 12:00 Noon EST, to inclue a White Paper in pdf electronic format not to exceed 10 pages (8.5 inch x 11 inch page) using Times New Roman 12 point font, with one inch margins on top and bottom. The package should include the following information. 1. Company Name, Point of Contact, Address, Telephone and Fax Numbers, Email Address. The response should also specify in what category or categories of small business, if any, the firm is qualified to bid under North American Industry Classification System (NAICS) Code 541712.. 2. Other DoD programs and customers supported. 3. Projects or work performed that is similar to the aforementioned SOW. 4. A description of respondent's capabilities and resources to conduct the above Draft SOW Requirements plus any additional documentation that you believe would be beneficial to support this effort. 5. How the respondent intends to satisfy the SOW requirements. Submissions must be clearly marked with the following caption: For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only. The response should be properly packaged and labeled in accordance with the National Industrial Security Program Operating Manual, and submitted in soft copy by e-mail to vanessa.knight@mda.mil.
