Description
It is the Government ™s intent to compete a requirement for cataloging and producing short topic-specific training segments for the Department of the Navy ™s Sexual Assault Prevention and Response Office ™s (DON SAPRO) training video library on a limited source basis between Science Applications International Corporation (SAIC) and Armed Forces Services Corporation (AFSC). Under the resultant purchase order, the contractor will be required to compile and edit Government provided raw documentary video footage into fifteen short topic-specific segments with a maximum of 150 minutes of final video footage and accompanying facilitated group discussion guides. The final product shall consist of fifteen training video segments (five to ten minutes per video topic) and fifteen facilitated group discussion guides (five to ten minutes per video topic) with both a basic and advanced level. The contractor shall provide fifty copies of each video and each handout. The finished videos, at a minimum, shall be full HD with 1920x1080 resolution and twenty-four frames per second and be web compatible. The completion date for the videos will be staggered with the first five videos (videos 1 through 5) due five months after award, the second five videos (videos 6 through 10) due seven months after award, and the last five videos (videos 11 through 15) due nine months after award. The circumstances surrounding this requirement are unique in that the Government does not currently own all of the raw footage needed to produce the fifteen short topic-specific videos. SAIC is currently recording and cataloguing a significant portion of the raw documentary footage needed for these short topic-specific training segments under Contract N00189-12-C-Z158. SAIC ™s raw documentary footage will be provided to the Government upon the completion of Contract N00189-12-C-Z158 in August 2015. SAIC and AFSC have been determined to be the only contractors potentially capable of meeting this requirement within the required timeline due to their respective and unique digital video cataloguing systems and databases and their experience with regard to this sensitive issue. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received within seven days after the date of publication of this notice of intent. A determination by the Government not to compete the requirement among additional vendors is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS Code is 512191.
