Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Dermatology Branch (DB) plans to procure on a sole source basis a Becton, Dickinson (BD) LSR II Laser Upgrade and LSR/Fortessa Z230SFF Workstation Bundle from Becton, Dickinson and Company, One Becton Drive, Franklin Lakes, NJ 07417, USA. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be 90 days from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. This purchase is for an upgrade of the LSR II Laser and LSR/Fortessa Z230SFF workstation bundle system. The current LSR II is equipped with 3 lasers, theoretically enabling the detection of 10 colors. However, from a practical standpoint, compensation issues limit utility to 8 colors. Since the Dermatology Branch scientists study rare subpopulations of leukocytes that can be distinguished from each other only by differential expression of multiple cell surface markers, it is essential to be able to routinely use 9 or more colors with confidence. The addition of a 552nm laser will enable this with fewer artifacts and will thus facilitate the research. BD is the sole source for the exciting BD LSR II system upgrade project. The BD LSR II system itself is currently in the branch, and products from other companies would not be compatible. Expanding the current system, rather than buying a completely new system, would not only be cost-effective, but also would allow for the continuation to use data that was acquired in the past. BD. is the original manufacturer of the LSR II Laser and LSR/Fortessa Z230SFF workstation bundle system. Due to the nature and complexity of these instruments, as well as the proprietary nature of the system, BD is the only known contractor who can provide additional parts and upgrades that are essential for the operation of this system. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities or quote which will be considered by the agency. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement/quote must be received in the NCI Office of Acquisition on or before 11:00 AM EST on April 14, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification on Sam.gov, www.sam.gov. No collect calls will be accepted.
