- Description
- This is a pre-solicitation notice for Multiple Award Painting Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for Kadena Air Base, Okinawa, Japan, with one 1-year basic period plus four 4-year option periods. Class Code : Z-Maintenance, Repair or Alteration or Real Property NAICS Code : 238320 Job Descriptions : Multiple Award Painting IDIQ contract will provide an efficient method of executing maintenance work at Kadena Air Base as well as Military Family Housing (MFH) at Marine Camps in Okinawa, Japan. This acquisition will provide exterior and interior painting to maintain and preserve mission facilities as well as MFH units and other Government buildings on Okinawa, Japan. This is a competitive best value, source selection in which competing Offerors' past performance history will be evaluated on a basis significantly more important than cost or price considerations. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications in addition to those identified as evaluation factors. The Government intends to award between three (3) to four (4) contracts under this solicitation; however, the Government reserves the right to award less than three (3) but no more than four (4). A pre-proposal conference and site visit schedule for the sample projects shall be determined and notified by the future amendment for this solicitation. A minimum of $2,000.00 (or Yen equivalent) is guaranteed for this contract. This minimum amount shall only be applied to the basic year. The aggregate maximum amount of this program including the base and all option years shall not exceed $30,000,000.00 (or Yen equivalent). The anticipated solicitation release date is May 2015. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package. Solicitation documents will be posted on the Government Point of Entry located at http://www.fedbizopps.gov. Note: This acquisition is unrestricted; however, this solicitation includes clauses authorized for the purpose of construction effort in Japan. The offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed", and (2) FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host Government and political subdivisions, laws, codes, and regulations applicable to the performance of the work.
