Description
This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code 221210 that have the capability, experience, and capacity to provide bulk oxygen supply and preventive maintenance for the National Institutes of Health (NIH) Clinical Center (CC) in support of the National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) as described in the Statement of Work. It is the intent of the Government to procure services for 12 months with four -one year Option Periods. INTRODUCTION This contract is seeking sources to provide all needed components to support a Food and Drug Administration (FDA) certified bulk oxygen main supply system for medical gas in accordance with National Fire Protection Agency (NFPA) 99. The contract will be based on rental of a 6000 gallon main tank, 500 gallon reserve and a separately located 500 gallon redundant reserve tank. The contract shall include all required components of the bulk oxygen supply, preventive maintenance, routine service, equipment repair, annual inspection and certification and training, and emergency service of the bulk systems. The supply systems will be located at the existing pad locations at the National Institutes of Health (NIH) in Bethesda Maryland. The system must be maintained to ensure uninterrupted supply of oxygen to this multi-million dollar medical center. BACKGROUND The Office of Space and Facility Management (OSFM), Clinical Center (CC) has a requirement to supply medical grade oxygen to the Clinical Research Center (CRC) hospital. The facility houses inpatient units, day hospitals, and research labs and connects to the original Warren Grant Magnuson Clinical Center. The 870,000-square-foot Hatfield Building has 240 inpatient beds and 82 day-hospital stations. The highly flexible facility can be easily adapted to allow more inpatient beds and fewer day-hospital stations, or vice versa. SCOPE The NIH Clinical Center intends to make a single Purchase Order (PO) award contract to obtain Bulk Oxygen contract that shall include all required components of the bulk oxygen supply, preventive maintenance, routine service, equipment repair, annual inspection and certification and training, and emergency service of the bulk systems. LOCATION The National Institutes of Health (NIH) Clinical Center, 10 Center Drive, Bethesda, Maryland 20892 Capability Statement - Any potential Offeror must demonstrate the following: The government will evaluate market information to ascertain potential market capacity, experience and capability for following subject topics: 1) The contractor must be headquartered or have service locations within the Washington Metropolitan area. 2) All work shall be done in accordance with NFPA 99, Center for Disease Control (CDC), The Joint Commission (TJC) and American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRE) Guidelines. 3) Contractor shall be FDA certified to produce medical grade liquid oxygen. 4) Contractor shall have other centrally located FDA certified sites to support facility requirement in the event of emergency situation, i.e. hurricanes, flooding, tornadoes, etc. 5) Contractor shall install and supply complete three (3) bulk oxygen storage and monitoring systems on the two (2) existing concrete reinforced pads. 6) Contractor shall be able to monitor via solar or satellite monitoring system to manage levels of medical gas. 7) Contractor must be certified to perform and complete FDA annual inspection for bulk liquid oxygen system. 8) Contractor must have fully trained and certified staff to perform any required maintenance and inspections at the local site or available within one (1) hour during normal working hours or within four (4) hours during weekends, nights and holidays of time of notification by OSFM. 9) Contractor shall be able to deliver medical grade liquid oxygen 24/7 when necessary. Every effort will be made by the CC to provide notification a minimum of four (4) hours in advance, unless requirement or mission dictates otherwise. Usually deliveries are made during normal working hours, Monday through Friday (excluding holidays). 10) Contractor is responsible for de-icing of evaporators as needed, but at a minimum once per year. 11) Medical grade liquid oxygen must be 99% pure at time of testing/certification prior to installation into the in-line system. 12) Contractor must provide packing list at time of installation/delivery to ensure proper payment. 13) Contractor shall be able to have trained and certified repairmen available to make all necessary on-site repairs to the installed bulk system. 14) Contractor shall make all records available on-line via web access, including delivery history, level history, reading history, and account information, in a format that is downloadable to and Excel spreadsheet. 15) Contractor shall have a 24/7 emergency contact system (with a central call number) in place in the event of catastrophic or emergency situations. 16) Contractor shall provide emergency service plan documenting what services will be available in the event of complete loss of system, catastrophic event or emergency situations.
